BBC violation of The Watershed

The request was refused by British Broadcasting Corporation.

On June 28th at 1802 BBC News, as part of coverage of the US Border Crisis, broadcast a shocking image of two dead bodies floating in a river. In response to a complaint raised The BBC suggested a before segment warning allowed the Corporation to violate the Watershed.

Would the BBC please detail the decision making process employed to determine if and when the Watershed should be violated? Are decisions to violate the Watershed taken by a single staff member, or is this a team decision? Please indicate the seniority of BBC staff involved in decisions to violate the Watershed.

Finally would the BBC please outline the decision making process involved, outlining the process followed (e.g., email / face to face meeting, etc) including how dissenting opinions are considered before said decisions are taken.
