Dear British Broadcasting Corporation,

The BBC disclosed details of its application of Special Personal Salaries in Freedom of Information Request RFI20150615, "SPS Employment in BBC News".

It stated that SPS can be used "to replace the separate elements of pay (basic salary, unpredictability allowances, overtime and additional days payments) with an all-inclusive payment" and "this may take the form of an increased pensionable basic salary, or a single non-pensionable continuing allowance paid alongside pensionable salary".

Would you please:
- list the allowances that are or, if not all are, can be rolled into SPS;
- state whether these allowances are rolled into SPS as they are, or are reduced or subject to negotiation for inclusion or otherwise into SPS;
- state the recommended proportion or tariff for each allowance, if applicable,
- how the buy-out cost of ad hoc payments is calculated.

Are there any rules for rolling the allowances into pensionable or non-pensionable pay? Does practice vary for graded staff and for Senior Managers?

Dear FOI Enquiries,

So the BBC is paying more than 1,000 staff members enhanced 'buyout' salaries but cannot say what is being bought out or the price being paid. Only that the enhanced salaries are typically pensionable and that there is no internal oversight.
