BBC planning for hand over of interference complaints handling from Ofcom

On Wednesday 30 June 2010, the handling of reporting and primary investigation passed to the BBC from Ofcom. This new arrangement is described by Ofcom here:-

I formally request sight of all documents the BBC produced, received and now holds relating to this process revision and change of responsibilities, specifically :-

a) All documents sent from the BBC to third parties.
b) All documents received by the BBC from third parties.
c) All documents produced for the BBC.
d) All minutes produced from related meetings.
e) Documents defining the criteria for and procedure of
case escalation from the BBC to Ofcom.
f) Details of any regulatory duties that have been
delegated to the BBC by Ofcom, for each duty, please
also provide a link to or include the documentation
defining associated legislation.

May I first thank you for the detail provided and the amount of information provided.

I'm not certain I understand the reason that the cost limit would be breached, but perhaps you could consider a narrowing of parts a) and b) of my request to be:-

"
a) All documents sent from the BBC to Ofcom.
b) All documents received by the BBC from Ofcom
"

I hope this will allow a search/filter for the domain 'ofcom.org.uk' of email facilities of the few people at the BBC that have exchanged emails or documents directly with Ofcom? Perhaps even at a central server level of inbound/outbound filtering or virus scanning?

If this approach is not possible, as I have asked previously, if you can confirm that emails were exchanged with Ofcom in this preparing for this handover, then perhaps Ofcom will be better placed to disgorge this key information?

Thank you for seeing this through and providing this response, which I will read through in full shortly.

Whilst I believe that Sarah has now moved on, but I'm sure she and you will be disappointed to hear that *today* a member of Ofcom advised a Radio Amateur to contact the BBC to report PLT interference.

Something that this disclosure actually covers and indeed the Ofcom's Head of Spectrum Interference Team assures the BBC back in August last year was not happening - daring to suggest instead that :-

"...HAM's 'may' be contacting the BBC citing Interference from PLT sources and are actually claiming Ofcom have referred them to yourselves, when in fact the process of handling Amateur Radio
complaints remains the same.
"

Can I ask you share this detail with the BBC's Interference team and ask them to contact Ofcom for a statement of their actual and true position on the handling of reports of interference?

The person at Ofcom providing the incorrect guidance is Mr Clive Corrie - "Enforcement Policy Advisor".
