Barrier downtimes on Chesterton Fen level crossing.

Ian Litterick made this Freedom of Information request to Network Rail Limited

Automatic anti-spam measures are in place for this older request. Please let us know if a further response is expected or if you are having trouble responding.

The request was refused by Network Rail Limited.

Dear Network Rail Limited,

At the Cambridge North Area Committee meeting on Thursday, 18 November 2021, Network Rail representatives Stephen Deaville, Charles Baker and Anne Dugdale said:
"All technical solutions had been explored to reduce the barrier downtime. There were no technical solutions to reduce the barrier downtime."

Could I please have a copy of:
All documents since 2015 (or earlier if more convenient), including reports and emails, that discuss barrier down times
1) specifically for Chesterton Fen level crossing, but also for level crossings in general,
2) technical and non-technical (eg operational) ways to reduce barrier down times;
3) references to the time taken for trains to leave Cambridge North station heading south;
4) references to the blocking of Northbound and Southbound trains that affect the closing of Chesterton Fen level crossing barriers
5) a summary of any other discussions regarding barrier down times at Chesterton Fen level crossing that have not been written down.

If any of these items are unreasonably onerous, please discuss with me how they might be changed rather than rejecting them out of hand.

Thanks.
Yours faithfully,

Ian Litterick

Dear FOI,

Information request
Reference number: FOI2021/01806

Thanks for your reply. I have modified my request, as between the **...** below, to try to clarify it in the light of your response.

At the Cambridge North Area Committee meeting on Thursday, 18 November 2021, Network Rail representatives Stephen Deaville, Charles Baker and Anne Dugdale said:

All documents since 2015 (or earlier if more convenient), including reports and emails, that discuss barrier down times

3) references to the time taken for trains to leave Cambridge North station heading south;
4) references to the blocking of Northbound and Southbound trains that affect the closing of Chesterton Fen level crossing barriers
5) a summary of any other discussions regarding barrier down times at Chesterton Fen level crossing that have not been written down.

**By "in general" I mean documents and discussions that relate to the generality of level crossings or a class of level crossings, rather than merely to a specific level crossing or small group of level crossings. ie I do not require information about specific level crossings, (with the exception of Chesterton Fen), unless they have been discussed in a wider, more general context, with implications for Network Rail policy. It is likely that the person or people within NR who are responsible for overseeing barrier down times would be personally aware of such general documents.**

If any of these items are unreasonably onerous, please discuss with me how they might be changed rather than rejecting them out of hand.
Yours sincerely,

Ian Litterick
