Thank you for your Freedom of Information Act request reference IR25482 for information received on 28th August 2013.
You asked for a copy of the Barratt report published 1998 or 1998 into child abuse in Lambeth.
Please find part 1 of the information you requested attached. Parts 2 and 3 will be uploaded in the following emias/responses to this request.
I have conducted a review of the handling of your case and would like to apologise for the delay in dealing with your request, I am now personally focussing on providing responses to the outstanding requests submitted to Lambeth Council via whatdotheyknow.com.
In May 2013 Lambeth Council revised the process for logging and handling communication and contact with the Council. In terms of Freedom of Information requests, the changes made to the handling process included the implementation of a contact centre to log requests received, the installation of a new customer contact system to monitor requests for information and, the transfer of responsibility for responding to FOI requests to a centralised team. As a result of these changes, some of the FOI requests Lambeth Council has received via whatdotheyknow.com have exceeded the response deadline.
If you are dissatisfied with the informtion provided in response to your Freedom of Information request, you can request an internal review.

You will note that information from the attached 3-part report has been redacted to protect individual(s) identities. Redactions have taken place in accordance with the following exemption under the Freedom of Information Act 2000.
Section 40(2) Personal Data
Section 40 Personal Data of the FOIA sets out an exemption from the right to know if the information requested is personal information protected by the Data Protection Act 1998 (DPA). The personal data about third parties are exempt under section 40(2), by virtue of the condition in subsection 40(3)(b) being satisfied, as disclosure to a member of the public otherwise than under the FOIA would breach the first, second and possibly the fourth data protection principles.
Personal data is defined in Section 1(1) of the DPA as:
• “personal data” means data which relates to a living individual who can be identified from those data; or
• from those data and other information which is in the possession of, or is likely to come into the possession of, the data controller.
The Council has concluded that, in this instance, the information requested contains third party personal data. Under Section 40(2) of the FOI Act, personal data is exempt from release if disclosure would breach one of the data protection principles. We consider the principle being most relevant in this instance as being the first. This exemption is absolute and is not subject to the public interest test.
In reaching this conclusion what we have borne in mind is that disclosure of information under the Freedom of Information Act in effect entails disclosure not only to the person requesting the information but also to the public at large.
