Dear Barnsley Metropolitan Borough Council,

Bewteen 20th - 27th September 2017, the above local plan website pages, displayed the following message to users -

"Stage 3 Attendance Programme
(the attendance programme is currently subject to change and will be uploaded shortly)
ID018 22 September 2017
More updates regarding the local plan will be provided in due course".

!. Could you please inform me the reason(s) why the website referred to above was not available for public use and what caused this unexpected downtime?

2. Was the same website availabe for BMBC staff purposes during the same period of time?

In my pursuit of the legality of Green Belt Reviews and other related issues with Alok
Sharma MP, Minister of State for Housing & Planning, and I quote his words -
“We are absolutely clear that the Green Belt must be protected and that there are other
areas that local authorities must pursue first, such as brownfield land and taking steps to

Can you clarify which webpage was not working by providing a link? I have searched our website and found what I believe to be the page you are referring to but it includes much more information than just the Stage 3 Attendance Programme. Was the webpage as a whole not working or just the link to that document?

Thank you for getting back to me in order to clarify my request - very much appreciated!

The link to the webpage below was the one that was not working -

and gave this error message -
"Home Page unavailable"
Page unavailable
"The page you were looking for could not be found just now. It may be that it is currently undergoing essential maintenance or that it has been permanently deleted".
"Please try again a little later but if you continue to see this message, you can search for similar pages, alternatively you might look through our service directory, or A-Z of keywords".

As a layman, I would say that the webpage as a whole was not working, not just the link to that document?

I also tried to access the page in the link below this, but that was NOT working either -
https://www.barnsley.gov.uk/services/pla... - but it did not bring up an error message until it became working again.

I did think myself that there was quite a big fault on that webpage(s) for quite a few days, so hopefully you can resolve the mystery for me!

Thank you for your email, I do not propose to handle this as a Freedom of Information request as it appears you are reporting a broken link on our website. I have passed this onto our Digital Team to investigate and will get back to you with their findings.

In terms of point 2 in your original email: 2. Was the same website availabe for BMBC staff purposes during the same period of time? The answer here would be no, if the link was not working for one it would not be working for all, regardless of whether they were logged onto the BMBC network or their own home network. There is no real way to test this though as it would be something that would need to be done whilst the link wasn't working.

The Digital Team have got back to me and explained that the webpages were down as large updates were being undertaken with 90+ documents being uploaded as part of the pre-stage 3 consultation for the local plan. This has now been completed and the page should be available to view.
