Barlow Homes for Aged Person - Express and Star article

[Name Removed] made this Freedom of Information request to Sandwell Metropolitan Borough Council This request has been closed to new correspondence. Contact us if you think it should be reopened.

We're waiting for [Name Removed] (Account suspended) to read recent responses and update the status.

Dear Sandwell Metropolitan Borough Council,

I refer to an article relating to Barlow Homes, posted on the Express and Star newspaper website on 29 May 2019 regarding a dispute over the return of keys to premises of the Trust.

Barlow Homes is an independent registered charity. Sandwell Council is the registered address for the charity on the Charity Commission website. Details show that the charity is currently governed by five trustees.

The Express and Star article states that the Council Leader, who is one of those named as a trustee, said it was council policy that only elected councillors could have keys and asked her (Carol Goult) to return them.

Please provide a copy of the said “Council Policy”.

Yours faithfully,

Dear Sandwell Metropolitan Borough Council,

We are led to believe that you have previously received FOI requests from an e-mail address using the name [name removed] [name removed]. Further, that you were aware that the name in the e-mail address was not the name of the person sending the e-mail. Yet, we are advised that you responded to such FOI requests.

You have discretion in responding to requests in such circumstances. We contend that you should treat each request on the same basis and that your approach to such requests should be set out in your publications policy.

You will be aware that there is a discretion. This is important as there are circumstances where disclosure of the identity of the person making the request may put them at risk. You should consider the percent that you are setting for yourselves as well as recognising that people may ask what you have to hide.

Yours faithfully,
