If it helps, In 1999 a Social Services spokesperson spoke to the press and claimed 'the abuse probably happened' according to media archives. I'm assuming Moira Gibb, was then head of Social Services then and is now in charge of overseeing changes for social services in the UK.

If it helps, In 1999 a Social Services spokesperson spoke to the press and
claimed 'the abuse probably happened' according to media archives. I'm
assuming Moira Gibb, was then head of Social Services then and is now in
