Barking & Dagenham LEA partnership with Timeplan Education
Dear Barking & Dagenham Borough Council,
I have noted recently that Barking and Dagenham LEA have a "partnership" displayed on several application forms and literature with a private education recruitment company, Timeplan Education Group Ltd.
Please can you clarify the following information:
1. What does "partnership" actually mean. Do Timeplan Education Group Ltd have a signed Contract or Preferred supplier agreement with Barking and Dagenham LEA.
2. What is the current agreement in place, what do the LEA receive from this agreement and how was it agreed?
3. If this agreement is contractual, what do the LEA receive. When is it due for renewal, and Is there a tender process?
4. What is the obligation of schools within the borough. Are they told to use Timeplan Education Group Ltd first as part of any agreement?
5. If Timeplan Education Group Ltd do not have a preferred supplier agreement in place with Barking and Dagenham, what agreement has been struck to allow them to display their company logo on Barking and Dagenham material?

Your request for information has now been considered and the information
is below;
1. What does "partnership" actually mean? Does Timeplan Education
Group Ltd have a signed Contract or Preferred supplier agreement with
Barking and Dagenham LEA.?
The arrangement is informal. There is, however, a formal arrangement for
B&D Schools to be given first option on overseas trained teachers
recruited by their local TimePlan office. There is no obligation on
schools to take such teachers from TimePlan.
2. What is the current agreement in place, what do the LEA receive
from this agreement and how was it agreed?
See previous answer. The Local Authority receives no direct benefit from
the arrangement.
3. If this agreement is contractual, what does the LEA receive, when
is it due for renewal, and is there a tender process?
See previous answer.
4. What is the obligation of schools within the borough? Are they
told to use Timeplan Education Group Ltd first as part of any agreement?
Schools are locally managed. It would be unlawful for Local Authorities
to place any obligation on locally managed schools to use a particular
supplier.
5. If Timeplan Education Group Ltd do not have a preferred supplier
agreement in place with Barking and Dagenham, what agreement has been
struck to allow them to display their company logo on Barking and Dagenham
material?
Please could you provide details of this in order for us to respond
correctly?
