Freedom of Information Act & Data Protection Requests, Avon Fire and Rescue

Dear Fraser

I write in response to your request for information dated 08.08.2023
regarding Avon Fire & Rescue Service’s (AF&RS) data for how many call outs
we received for bariatric related incidents.

Your request for information has been dealt with under the terms of the
Freedom of Information Act 2000 (FoIA) and I can confirm that Avon Fire &
Rescue Service holds some information falling within the description
specified within your request.

Please note the Incident Recording System (IRS) we use to record incident
data is provided and managed centrally on behalf the UK Home Office and
not at a Fire Service level, however I understand they are currently
looking at more recording categories to bring the system up to date. You
can check the data recordings list for IRS here : [1]Incident recording
system for fire and rescue authorities: questions and lists v1.4 - GOV.UK
(www.gov.uk) and guidance which explains the incident data definitions,
which can be downloaded via the following link [2]Fire statistics guidance
- GOV.UK (www.gov.uk)

Please find our response below for:

How many times were you called out for bariatric assists / bariatric
incident in 2019, 2020, 2021, 2022 and 2023 (broken down by year, and, if
possible, by month)

The recording category on the IRS system for a Special Service Call (SSC)
where we can identify bariatric incidents is for

‘Assist other agencies, Other assistance to police/ambulance, Bariatric
person (over weight)’. *

However, there may be instances where we attend an incident to assist to
move (such as Medical Incident - First responder, Lift person’) or rescue
a person, however there is no additional recording category within other
types of incident recording for bariatric other than the above*.

The data is subject to the Officer’s interpretation of the incident when
recording the data, and whether the person we are assisting is classed as
bariatric, which may also be a judgement made by the other emergency
service in attendance or other people’s opinion when they made the call to
us.

For bariatric person assistance category data, we do publish our incident
data on our website
[3]https://www.avonfire.gov.uk/our-performa..., which will
cover the date range you are seeking. This data is presented in a CSV
spreadsheet format and you can apply your own searches via the filter
function. Please find below some of the fields that maybe of interest to
you regarding your request.

Column Heading Filter option
K Incident Category Special Service Call
AB Special Service Type Assist other agencies, Other assistance to
police/ambulance, Bariatric person (over
weight)
J Origin of Call Ambulance / Police / 999 etc
M Property type Dwelling or other residential / outdoor etc

Data regarding date/time/ type of call/Ward (district location)/ property
type and some other generic incident information is published within our
incident data on the website.

As this information is easily accessible via our website, we are not
obliged to provide it again as it is exempt under Section 21 of the FoIA
‘Information reasonably accessible to the applicant by other means’. S21
is an absolute exemption and therefore we are not required to carry out a
public interest test into our decision.

This email therefore acts as our refusal notice under Section 17 of FoIA.
