Dear Ms Malinen

Thank you for your request for information.

We are currently still in the process of considering your request.
Although the Act carries a presumption in favour of disclosure, it
provides exemptions which may be used to withhold information in specified
circumstances.  Some of these exemptions, referred to as ‘qualified
exemptions’, are subject to a public interest test.  This test is used to
balance the public interest in disclosure against the public interest in
favour of withholding the information. The Act allows us to exceed the 20
working day response target where we need to consider the public interest
test fully, and to reach an agreement from relevant third parties without
breaching confidentiality agreements.

The information which you have requested is being considered in light of
the public interest test and we are required to consult third parties
relevant to the requested information and we therefore need to extend the
20 working day response period. We now aim to let you have a full response
by 3^rd July 2018.

I apologise for any inconvenience cause, but will of course endeavour to
respond to you as soon as possible.

Yours sincerely,

Information Governance

Newham Council

Dear Newham Borough Council,

Thank you for your reply and for most of the information.

However, to my question

"3. Proof of benchmarking of cost of new restructured loan compared to the cost of the original loan"

you reply

"We do not hold this information as banks will not disclose the details of other deals. However, you may wish to contact them directly."

My question was if Newham Council benchmarked the new restructured loan compared to the original loan - can you please confirm whether this took place?

Yours faithfully,

Fanny Malinen

Newham Borough Council
