Dear Ministry of Defence,

I read with interest:

Cook, R. D. (1999a). Evaluation of Adverse Impact for the British Army Recruitment Battery Test (BARB) (DERA/CHS/MID/CR980264/1.0). Farnborough, UK: Defence Evaluation and Research Agency.

As I am working on a paper on group differences, I would like to know if the reported ethnic differences have changed. In relation to this interest, could you provide the means, samples sizes, and standard deviations for the BARB by narrow ethnic group for the latest testing round (separately as Officers and Other Ranks if possible).

Yours faithfully,

John Fuerst,
Research Fellow UISR (UK)

Dear Ministry of Defense,

I am writing to prompt you to reply to my FOI request for BARB scores by narrow ethnic group.

A response is now overdo. Could you please reply to the request promptly?

Dear Army Sec-Group (MULTIUSER),

Thank you kindly for your prompt response. You note:

"I can confirm that the Department does not hold information in the format requested.… The MOD holds data that could be used to produce information to answer the request. However, to produce the information based on this data would require significant data manipulation including complex analysis and sophisticated judgement to the extent that it can be considered ‘new’ information which is not currently held."

Could you please clarify what format the data is in so that I might possibly tailor my request? Specifically, without "significant data manipulation including complex analysis and sophisticated judgement" would it be possible to output any of the following?

1) BARB pass rates by ethnicity (with/or without sample sizes)
2) The mean GTI (General Trainability Index) by ethnicity (with/or without sample sizes)
3) The mean scores (with/or without sample sizes) by ethnicity for any of the following subtests:
Reasoning
Letter checking
Number distance
Odd one out
Symbol rotation

Yours sincerely,

Dear Army Sec-Group (MULTIUSER),
Regarding Ref: FOI2019/12687
I was asked to provide a date range. I am interested in :

1) The BARB mean GTI (General Trainability Index) scores by ethnicity (with/or without sample sizes) for the last year.
Or if not:
2) The BARB pass rates by ethnicity (with/or without sample sizes) for the last year.

If the above request exceeds the cost threshold of the Act, then, I would like a cost estimate and information/directions on how to pay for the analysis, if that can be done.

Yours sincerely,
John Fuerst

Dear Army Sec-Group (MULTIUSER),

Thank you for the information. However, unlike for the BARB, I could not find information about the Army Cognitive Test (ACT). Could you tell me what the standard deviations of the ACT average scores is designed to be? For example, for the BARB, I read:
"The GTI is a rescaled first principal component obtained from the individual test T-scores. It takes the form of a weighted average of the T-scores, with weights obtained by adjusting the component loadings to give a composite with a standard deviation of 10."
Is the ACT standard deviation the same? If not, what is it?

Yours sincerely,
John Fuerst

Dear Ministry of Defence,

To remind, several weeks ago, I had requested the following clarification:

"However, unlike for the BARB, I could not find information about the Army Cognitive Test (ACT). Could you tell me what the standard deviations of the ACT average scores is designed to be? For example, for the BARB, I read: "The GTI is a rescaled first principal component obtained from the individual test T-scores. Would it be possible for you to provide an answer?

Dear Mr Fuerst,

With apologies for the delay, the Recruiting Group have given me the
following in response to your follow-on question:

“All tests are put into a standardised score to Weight the scores so that
the mean is 50 to ensure a standardised distribution/comparison.

o BARB and Army Cognitive Test (ACT) are the same thing for the purposes
of this Request For Information.
o The ACT deviation is the same.
o The ACT standard deviation average scores are designed to be 34% of
the population either side of the mean (50%).”

They have also provided the attached document to demonstrate how it is
calculated.

Kind regards,

Manning Leader,

Dear Army Sec-Group (MULTIUSER),

Thank you for all the help with this.

One thing, in the original request, I asked for scores by narrow ethnicity (e.g., Caribbean, Indian, Chinese).
https://www.whatdotheyknow.com/request/b...
I was able to obtain this for the naval service recruitment test.

Are scores by narrow ethnicity not available for the ACT? Could you let me know for my records? If they are, could you send them for the same year as above.

Yours sincerely,

John Fuerst

Dear Mr Fuerst,

Thank you for your further email. Unfortunately we are unable to break out the ethnic groups beyond what we have already provided. It may be useful to know that the Navy manage their own data, therefore there will be differences between data sets available.

I hope this is helpful, although I appreciate it is not the answer you are looking for.

Kind Regards,
