Please explain why the signs on the Well Hall Road Dickson road and Cobbett Road do not have details of parking restrictions for Sundays and Bank Holidays? - They clearly state one cannot park between 7am and 7pm Mon - Sat but does not say about Sunday or Bank Holidays leaving the motorist confused and no-body seems to know - Please also provide details of the number of PCNs time and dates and Tow Aways time and dates from the area since the red route was put into operation. Please also tell me which company operates the
tow away vehicles.

Dear Mr Dunne

Thank you for your email received by TfL on 1 September 2009. You asked
for information about parking restrictions on Well Hall Road on Sundays
and Bank Holidays, including Penalty Charge Notices (PCNs) issued and
vehicles towed away from this area.

Your request has been considered under the requirements of the Freedom of
Information Act and I can confirm that TfL does hold the information you
require.

Please find attached the data requested. Please note that these results
include all PCNs issued on Well Hall Road, and not just the stretch
between Cobbett Road and Dickson Road, as it was not possible to break
these down.

With regard to parking restriction signage, if signs indicate certain
days, then they are the only days when the restrictions are in force. If
the restrictions are in operation Monday to Saturday, then on Sunday there
are no restrictions in place.

Currently a Bank Holiday Monday is regarded like any other Monday and the
restrictions will apply as per normal.

Vehicle removals were carried out by On-time Ltd, however, this service
was decommissioned at the end of last year.

Thank you for your reply - most of which I believe you have answered - with regard to the Tow away company used by TFL - "Vehicle removals were carried out by On-time Ltd, however, this service was decommissioned at the end of last year." - could you please tell me the reason why this company was decommissioned who is now towing away?? - could you also please send a copy of the contract issued to 'On Time' detailing all financial details involved - basically how much the contract was worth. - please also provide details of complaints received re: 'On Time' and tow aways.

Dear Mr Dunne

Thank you for your further e-mail received by Transport for London (TfL)
on 25 September 2009. You asked for information about Ontime Automotive
Ltd, the company once used by TfL to remove vehicles.

Your request has been considered under the requirements of the Freedom of
Information Act.

By way of background information, TfL does not wish to issue penalties or
remove vehicles unless it is necessary. We want to help motorists
understand and abide by the regulations. Where we do need to enforce, this
must always be proportionate.

In spring 2008 we identified that 90% of the vehicles we were removing,
whilst parked illegally in a designated loading or parking bay, were not
actually causing a safety risk or obstructing traffic. This was not the
aim of the removals service. As part of an on-going review into our
services, we took a decision to terminate the vehicle removal contract
provided by Ontime Automotive Ltd. We now only remove vehicles if they are
identified as seriously obstructing traffic or causing a safety risk. We
have an arrangement with the Metropolitan Police Service for the
relocation of these vehicles.

Some of the information you have requested is exempt from disclosure under
section 43(2) of the FOI Act, as disclosure would prejudice the commercial
interests of Ontime Automotive Ltd. A copy of the contract is attached,
however it is a redacted version and certain financial information has
been removed to protect the commercial interests of Ontime Automotive. I
can confirm that during the period the contract was in operation, TfL paid
Ontime Automotive Limited £7,403,393.

We do not have a single list of complaints received in relation to Ontime.
It is important to note however that in accordance with the regulations
governing the Transport for London Road Network, following the removal of
a vehicle a motorist has a statutory right to submit a representation
challenging the removal. The number of representations is therefore a very
good proxy for the number of complaints, in part because many complaints
will in practice be processed as a representation. During the period 31
January to 28 November 2008 TfL received 875 representations, 308 of which
were accepted resulting in the Penalty Charge Notice being cancelled.
