Re: FOI Response FOI190522297 "FOI request - BAME representation within
the workforce 2".

Dear Sylvia Taylor ,

I am writing to confirm that the Council has now completed its search for
the information which you requested on 14 March 2020 about FOI request -
BAME representation within the workforce.

The information supplied has been provided by the department responsible
for the service delivery.

The information supplied to you continues to be protected by the
Copyright, Designs and Patents Act 1988. You are free to use it for your
own purposes, including any non-commercial research you are doing and for

publication, would require the permission of the copyright holder.

 1. Please provide information on BAME (black, Asian and minority ethnic)
representation within your Local Authority workforce (data/info from
2019 onwards)?

Our last report showed that 48.3% of the council workforce were
represented by BAME staff

And BAME Staff in top 5% of earners was 20.1%

2. In light of the Green Park ‘Service Leadership’ report, what is your
Local Authority doing to:

a) ensure BAME representation in senior leadership positions?

b) ensure BAME representation across the entire workforce?

Prior to CoVId we were drawing up actions to further work on this
including career scheme options & ensuring senior recruitment promoted
BAME applications. However you will appreciate these are on hold while the
council responds to the national emergency and delivers its critical
services to its vulnerable residents

3. How does your Local Authority ensure the Public Sector Equality Duty is
applied, with particular reference to BAME representation within the
workforce?

We had undertaken work on our ethnicity pay gap along the same lines as
gender pay reporting ahead of the statutory need to do so with a view to
drafting a more detailed action plan than noted above. However this is
also on hold due to the above reasons.

If you are unhappy with the service you have received in relation to your
request and wish to request a review of our decision, you should contact
us via e-mail at:[1][email address] or by post:

Please remember to quote the reference number FOI190522297 in any future

If you are not content with the outcome your review, you may apply
directly to the Information Commissioner's Office (ICO) for a decision.
Generally, the ICO cannot make a decision unless you have exhausted the
complaints procedure provided by the Council.

The Information Officer
