Baltic Triangle building fire started by a discarded cigarette. Odd very odd indeed?

We're waiting for Williams (Account suspended) to read recent responses and update the status.

Dear Merseyside Fire and Rescue Service,
Freedom of Information request.

Bank holiday weekend fire: Fire which tore through Baltic Triangle building started by a discarded cigarette
It was left on an upper balcony at the Parliament Street flat

1. Did MFRS e-mail the reporter to state the fire (Parliament flats) was due to "a discarded cigarette"?

2. If so how did the MFRS stand this statement up?

3. Was any person living up on these 2 top floors that could have lit a cigarette?

4. if not what state was the 2 top floors in if no persons lived there?

5. What then made contact with this cigarette?

It was damp up there and had been raining and how could any lit cigarette find it's way to a upper balcony?
What then was on this upper balcony to start any fire?
When was the last time any workmen was on this job?
Did the below residents have access to these 2 top floors?
