Dear C Gordan

Reference number: EIR/ENV/10/20/19820

On 6^th October 2020 we received the following request for information
from you:-

31-35 Frogmore, Park Street , St Albans. District ref. 5/04/1308 - S106

Thank you for your reply dated 21st September 2020, as you have advised
that the contributions for these properties have been spent, in the ways
shown in your response, could you please provide evidence of this for
verification in the form of either receipts and/or photographic evidence.

Our Response

Your request for information has been considered under the Environmental
Information Regulations 2004 I can confirm that Hertfordshire County
Council does not hold the information you have requested, and can respond
as follows: -

The Council does not hold all the information you have requested, and due
to the time that has passed, the format of the evidence varies in each
case.

·        Education – Sandringham School - There is a wealth of information
in the public domain. Cabinet approval was provided for a 1FE expansion,
partly funded by contributions from 31- 35 Frogmore (page 11)

[1]https://democracy.hertfordshire.gov.uk/D...

[2]https://www.hertsad.co.uk/news/education...

·        Childcare - How Wood  - HCC allocated funding directly to the
school in July 2009. However, due to the length in time that has passed
the only information we have left is the attached screen shot (file titled
Childcare)

The screen shot shows a cheque being raised (item 24) and item 11
(contribution from Frogmore) contributed towards this amount.  As
mentioned, as this was paid to the school some time ago we do not have any
photos.

·        Youth – Pioneer Youth Centre – Additional equipment to meet
additional youths accessing the service. A spreadsheet of the receipts
used so far is attached, we currently have no photos on file.

·        Library – St Albans Library Refurbishment – Please see attached
file with photos. Again a wealth of information in the public domain
regarding the refurbishment.

Contributions were also spent in 2011/12 by Highways as a Sustainable
Transport Contribution

In respect of the Sustainable Transport Contribution: the money was spent
on “Install a set of shuttle working signals and provision of pedestrian
crossing on Park Street Lane” – CS99 ref: 1112/SA/74 with WBS code
R5990578 & Scheme code H.C. 08264.654;

We believe it was delivered under the old contract and those records are
no longer held on our systems.

We have attached a google maps picture of the junction in question
