Further to your additional request, I am writing to provide further
information.

Halton Council holds a section 106 register for all agreements and
developer contributions. With regard to this agreement, the full
contribution of £218,115.00 was paid to the Council on 2/6/2008 and all
monies were spent by 27/4/2009.

I would advise you submit a new Freedom of Information request for the attention of the council's highways department. The highways department may have the records and can advise you further on these highways works.
