Dear Natural England,

Please confirm if you have screened every application for a badger cull marksman licence for previous firearm/wildlife-related crime/animal-related crime, and how many applications you have received to date.

Please advise of how many licence applications you have received from marksmen with convictions for the above crimes, and how many applications you have rejected for a licence, with accompanying reasons.

Please also confirm if any operator under licence has been found to be in breach of licence, and if so, what action has been taken.

Dear FOI (NE),

Thank you for your reply.

I request an internal review of the information you have supplied.

I reiterate that I asked if NE had screened every application for a badger cull marksman licence because Defra, in the quoted FOI above, have stated that;

'Within the licence application form applicants must state if (as far as they are aware) they, or any of the persons proposed as Controllers i.e. those who will carry out trapping, shooting or vaccination, have been convicted of any wildlife-related or animal welfare offence.

In addition to this, the names of those proposed as controllers are checked by Natural England and the police for known offenders.'

Will you now please confirm that either;

Defra, in their response 5524 dated 24.06.13 are lying,

or

Natural England have, in fact, not screened every application for a badger cull marksman licence for previous firearm/wildlife-related crime/animal-related crime.

Before replying, please remember I am referring to badger cull marksman licences, not general firearms licences. If NE are requesting information regarding wildlife/animal offences in the licence application, one assumes that the information supplied by applicants will somehow be considered by Natural England.

In the light of your revised response to my original question, I invite you, yet again, to respond to my second question regarding licence refusals.

have our decision reconsidered if you express dissatisfaction about what

Thank you for your response.

To clarify, you have not screened every application for the status of AAP for previous wildlife-related crime. You check for breaches/concerns with wildlife licences. Therefore, Defra's assertion that NE check for previous wildlife *crime* is incorrect. Please confirm this is accurate, as your strict use of terminology so far has complicated and delayed this request unecessarily. Your initial reply could have clarified my request without the need for an internal review.

In light of this information, please answer the amended questions which I asked originally as they have not yet been answered satisfactorily;

1. Please confirm how many applications for the status of AAP you have received to date.

2. Please confirm how many Contractors have been refused or removed from the AAP list by NE due to breaches/concerns discovered during your Licence database check, and/or anomalies discovered by Police checks. Please supply the reasons for refusal/removal of all said contractors.

Please also answer this additional question as per your new information supplied;

3. Please supply details of what caused Contractors to be removed from the AAP list for controlled shooting but allowed them to remain on the list for cage trapping. Please clarify if this means that they were allowed to shoot under trapping conditions, or if they were allowed to trap and not shoot. As you are able to anonymise this information, it disclosable in the public interest.
