Dear Natural England,

Thankyou for your letter dated 12th November with attachments.

In the first document, you refer to names and addresses of those people involved in the monitoring. I am not interested in names and addresses. I am interested in process. How is the monitoring being carried? Is it thorough? Is it rigorous? Is it well recorded? Is it lawful? This is information which should be within the public domain. It does not require disclosure of anyone involved in the monitoring and I fully understand the reasons for confidentiality in that regard. Nevertheless, public confidence will only be maintained if the public Knows that the law is being complied with.

The zip document you also sent did not open.

May I apologise that you could not open the WinZip file. I am not sure why that has happened but please find attached all the documents that were within the zip file. We send response that contain large amounts of document in WinZip files as this usually makes downloading and viewing easier as well as reducing the file size when sending.

Once you have had the opportunity to view the documents provided you will see the reason we have used the exceptions stated in the response letter was because some of the information in scope of your request (the ones with the letters RD at the end of the file name) contained information that engaged these exceptions.

In response to the questions you have raised these should be answered once you have gone through the documents provided.

today, that I been able to provide you with a definite update.

When we considered your follow up questions, we discovered the information
we had previously provided to you was incorrect.

In our previous response we implied that the form was completed by the
licensee and returned to Natural England some time after the end of the
licence period. This is incorrect. The forms are completed by Natural
England Advisers as part of our compliance visits and are completed during
the licensing period.

I have asked the Bovine TB Licensing Unit to consider the compliance visit
report forms for release under the Environmental Information Regulations
2004.

I hope to be able to provide a response by 8 November.

Once again I apologise for the mix up associated with your request for
information.
