Background to Decision to Close Three Nurseries

The request was partially successful.

Dear Norfolk Community Health and Care NHS Trust,

I would like to request some information regarding your decision to close three nurseries, as reported in the EDP at https://www.edp24.co.uk/news/politics/fo... . Unfortunately I could not find anything on your web site about the closures.

Presumably this decision was not made lightly, and so would have been considered for some time before being finalised and publicly announced. Could you please provide details of when the possibility of the closures was first considered internally, together with copies of any formal reports/recommendations drawn up, e.g. for internal use or to be presented to your Board. Please also confirm when the final decision was taken and by whom.

Also, was the possibility of the closures communicated to or discussed with any external bodies or representatives before the final decision was announced publicly, and if so when? For instance, I could imagine it might have been discussed earlier with the operators/owners of the buildings that house the nurseries, or with Children's Services at Norfolk County Council, who might have wanted to make contingency plans for nursery provision. Please provide dates and copies of any such correspondence with external bodies.

Many thanks for your latest email. Actually I think that both of the dates you have suggested so far are incorrect. My FOI request was sent by email and delivered to your mail servers on 16th February. This was a Saturday, but this still counts as the date of receipt. Thus the first working day following the date of receipt would be Monday 18th February. Counting on from here, the 20th working day will be Friday 15th March.

I'd like to query your redaction of the names of the recipients of the two emails you included (from Andrew Butcher on 25th January 2019 and Paul Cracknell on 30th January 2019). The content of the emails would suggest that they are relatively senior employees of the recipient organisation, and thus would have no expectation of privacy as far as their name are concerned. If they are more junior members of staff though, I would accept the need to redact their names. But if that is the case, could you please at least provide the name of their employer, the department they work for and a rough idea of their role/level within that department?

Hi Robert,

Yes you are correct, we redact the names of junior staff. Paul is a Director at NCH&C hence his name left in. Some of the names redacted were because they were Norfolk County Council employees so I would not know their job titles (unless indicated in the paperwork) or roles.
