We have noted the opinion of officer Ian Dyer in an e-mail to Tony Collins of Cambridge City Council dated 7/8/2014, 13:39 on the subject of Cambridge City Council planning applications ref. 14/0964/FUL and 14/0966/FUL at

that:

"In the interim, in terms of the servicing layby, I have discussed this with a Safety Auditor, and we are content that, subject to detailed design, this will not result in a significant detriment to highway safety."

We note that this is only a brief interim statement, and so the view of the County may well change as further information comes to light.

In relation to this matter for the two applications above, please supply:

1) Copies of any correspondence (which shall include e-mails and paper agendas/minutes) relating to the discussion(s) with the Safety Auditor;

2) Copies of any correspondence (which shall include e-mails and paper agendas/minutes) between the applicant and the Highway Authority regarding such a layby;

3) Copies of any evidence demonstrating how the County Council's road user hierarchy policy[*] has been taken into account in coming to the above initial determination. This policy states the road user hierarchy as: (i) Pedestrians first, then (ii) Cyclists, then (iii) public transport, then (iv) service vehicles, then (v) other motor vehicles. [We believe this is particularly of relevance for the reasons given in our own objection, namely that (i) pedestrians will be most affected by a layby inserted into the middle of the pavement, and any vehicles parked legally or illegally in it; and (ii) cyclists will be suffer increased dangers in an area of known high collisions.]

4) Whether the County's assessment, initial or otherwise, has determined whether the proposed vehicles could actually fit in the space proposed, including scrutiny of any tracking required.

5) Any correspondence (which shall include e-mails and paper agendas/minutes) on the level of risk the County believes the presence of additional deliveries will create. [We believe this is particularly of relevance given that this specific section of road is almost at the top of the Cambridgeshire collision spots list, and that there are already many haphazard maneouvres being undertaken at present due to the presence of vehicles parked/stopped/unloading, legally or illegally.]

6) Determination of what public consultation would be required in the event that changes would need to be made to the public highway, e.g. through the provision of a loading bay in the current position of the pavement. [We note that, for instance, addition of cycle parking which takes up scarce pavement space in Cambridge has recently been subject to extensive public consultation procedures.]
