Background calculations for 64,000 construction industry jobs and £27 billion added to the UK economy claims in 5-year Delivery Plan

Dear Highways England Company Limited,

In the Foreword of your recently published 5-year Delivery Plan [1] and in the accompanying gov.uk press release [2] it was claimed that the RIS2 roads programme would sustain "sustain up to 64,000 jobs in the construction industry" and the title of the press release claimed that "£27billion roads investment to support 64,000 jobs.

The Foreword for the Delivery Plan claimed that "This plan describes how we will:...sustain up to 64,000 jobs in the construction industry" yet I could not find any detail or evidence for this claim within the 96 pages of the Delivery Plan.

The 5-year Delivery Plan also claimed that it would "add £27 billion to the country's society and economy" and that "our enhancements programme will be the largest contributor to these benefits." I could not find any detail or evidence for this claim within the Delivery Plan either.

Please could you send me the background calculations and evidence used to make both these claims (up to 64,000 jobs and £27 billion added to the economy).
