Background and authority for the decision to run two Thameslink trains per hour in peak periods St Pancras St Albans Luton Bedford

The request was partially successful.

Dear Department for Transport,

I would like to receive copies of papers presented within the Department for Transport relating to the change made in late 2017 whereby Thameslink Railway (part of GTR) will commence operating two trains per hour in peak periods from May 2018 that north of St Pancras stop only at Bedford, Luton and St Albans. Specifically, I would like copies of the material that was presented at the Rail Executive Board (or other management meeting) and an extract of the relevant minutes.

These papers are likely to have been presented in late 2017 - sometime before 8 December 2017.

The decision to make this change was a consequence of East Midlands Trains deciding not to stop at Bedford and Luton in peak periods from May 2018; in the event that papers on this matter were presented to the same meeting, I would also like these papers (and minute extracts) released

Thank you for your initial reply, it is appreciated. As regards this content in the response:

"As a result, DfT requested that GTR recommend options to mitigate the loss of Bedford and Luton stops from EMT’s peak-time services. GTR submitted their recommended option which was to reduce the number of stops on 2 trains per hour such that they stop only at Bedford, Luton and St Albans. The DfT accepted GTR’s recommended option. "

I would like to receive the specification or similar that was supplied to GTR for evaluating options. For instance, it might include comments such as "fastest possible journey time" or "journey time not to exceed x minutes".
