BAC - grants, loans and share agreements
Dear Liverpool City Council,
On June 21st 2013 two charges in favour of Liverpool City Council were registered with Companies House against Briggs Automotive Company (BAC).

(1) - Please provide all documents considered by Councillors and their Officers in relation to the agreements to "loan" or "grant" this private company these monies.
These documents should include - but not be limited to - the amounts given and the terms upon which these monies were provided by Liverpool City Council, including the agreed repayment dates.
In 2018 Liverpool City Council became a 2% shareholder of Briggs Automotive Company.
(2) - Please provide a copy of the independent advice originally given to Liverpool by Arlingclose around the valuation of these two tranches of shares. This should include the total number of shares that LCC were lead to believe had been issued at the point of LCC's purchase and the relationship between LCC's purchase and the outstanding sum - to be identified - and owed to LCC under the original 2013 agreement.
(3) - Please provide any subsequent advice used for the purposes of annual revaluation for inclusion in the accounts.
It should be noted that the value of these shares has been variously reported in the Council's annual accounts as being worth in excess of £4m, £2m, £1.2m, and £300,000.
(4) - Please provide the latest valuation of these shares and all relevant documentation including the methodology used to calculate this current valuation.
(5) - Please provide a copy of all emails created as a result of loans, grants or share agreements where Liverpool City Council acted as lender, purchaser, beneficiary or accountable body and where Briggs Automotive Company was an interested Party - for example Regional Growth Fund or any other.
(6) - Please provide a copy of any correspondence between Liverpool City Council and Briggs Automotive Company around BAC's decision to split 200 shares into 200,000 shares.

Please could you kindly respond to this request. It's a week past the deadline and the information provided will help inform a commissioned story. The Press Office has informed me that their response to right to reply questions is to be conducted via this FOI reply.
Unfortunately, my copy deadline is approaching at the end of this week.
A holding paragraph currently reads;
"The City Council Press Team and the FOI Department were both approached and given reasonable time to respond. While BAC and Arlingclose have both provided information, interviews and statements, Liverpool City Council have failed to answer any of our questions. Make of this what you will".
