Avner Radomsky Liquidator Jewelmark UK Ltd - Michael Abram Goldstein Trustee former Director Daniel Simon Brodie

Mr Radomsky IP on two separate occasions became a director for Valentine Recovery Ltd trading as Valentine & Co. 3.1.2012 - 31.8.2013 and 11.5.2016 - 3.10.2017.

He also became a liquidator for Jewelmark UK Ltd 14.6.2017.

1. Can you please confirm the address registered with the Insolvency Service because 5 Stirling Court, Stirling Way, Borehamwood, Hertfordshire, WD6 2BT does not appear on Companies House records for Valentine Recovery Ltd. The post code also appears to differ depending on the application between WD6 2BT and WD6 2F. Please provide the full and correct legal address registered with the Insolvency Services for Mr Radomsky at that time.
2. This address seems linked to various other companies connected to Mr Radomsky. VR (Luton) Ltd incorporated 10.5.2016 with fellow IP Mark Simon Reynolds. Mr Reynolds is a director of Valentine Recovery Ltd and is also connected to various organisations that use a similar address in various formats including C/O Valentine & Co etc. Valentine Consulting Ltd, Stirling Court Property Company Ltd, VWD6 LLP OC40093, 4 Stirling Court LLP formerly WD6 LLP OC400299.
3. Please also confirm if the use of a P.O.Box number is acceptable and if a C/O address is also acceptable for IP’s .Do you have a copy of your policy and regulations that covers what legal entity and acceptable address must be used by IP’s so that they can be identified correctly and regulated.
4. Mr Radomsky incorporated AR Insolvency Practitioners Ltd 12.9.2017, prior to resigning his directorship from Valentine Recovery Ltd 3.10.2017. Companies House shows several records as a liquidator relating to Jewelmark UK Ltd including 10.11.2017.
5. Although, the P.O.Box 797 address does not appear for his current company renamed RG Insolvency Ltd 28.1.2019 that Mr Goldstein became a director for 1.2.2019.
6. Mr Goldstein (Myers Clark Business Recovery Ltd) became a trustee on 7.12.2017 for the director of the company in liquidation JEWELMARK UK LTD that Mr Radomsky is the liquidator from 14.6.2017.
7. Mr Goldstein and Mr Shaw both of Myers Clark Ltd trading as Myers Clark (please provide the trading name for Myers Clark Business Recovery Ltd and provide the date this legal entity, the company name was registered by Mr Goldstein with yourselves)had previously been appointed as practitioners for Mr Radomsky’s company ABELI SERVICES LTD on 29.2.2016 (voluntary liquidation) dissolved on 8.6.2017. A week before becoming a liquidator for Jewelmark UK Ltd.
8. The London Gazette Creditor’s Petition 31.8.2017 by Jewelmark UK Ltd (in liquidation) 5 Stirling Court Yard, Stirling Way, Borehamwood, WD6 2BT and a bankruptcy Order 16.10.2017 made 3 days after Mr Radomsky resigned from Valentine Recovery Ltd. Mr Goldstein was later appointed trustee 7.12.2017.
9. Please provide all information and policy you hold in regards to data protection regarding insolvency practitioners and the various legal entities they operate through, such as a company which is a separate legal entity, because it is crucial that natural individuals are aware of who is accessing and processing their data and through which legal entity at any particular time and that they are not just using a trading name etc and who are properly qualified, do you hold a record of which IP business they are authorised to carry out and the date they change regulator.
10. AR Insolvency Practitioners Ltd implies from the title more than one IP although it appears only Mr Radomsky was acting as a single IP, until 1.2.2019 and after a change of company name.
11. Does the Insolvency Service keep transparent records of which legal entity, including the address, a IP is claiming to act through and on which dates.

Dear FOI,

Are The Insolvency Service another Agency of BEIS saying that you are not required to hold details of IP’s including the address they are trading from on your IP register? How would your OR’s receiver /manager (now automatically trustees/quasi trustees) know who to put forward for a Secretary of State appointment if not from your Agency register?

Dear Mr Boyce

The Estate Accounts and Scanning team are the administrators for the electronic individual insolvency register (eIIR), the information that is posted to the eIIR are provided by the IP via an online portal as required under insolvency regulations (which can be found online) , which pertain to what information has to be published in the public domain.

The only information that would have been sent to EAS, would have been the information that the IP was required to upload to the eIIR via the ISCIS online portal.

The IP uploads those details via the online portal which then updates to the eIIR. EAS only manage the updating of the completions or Failures based on information supplied via the IP companies. As well as the general administration of the system but not the data.
