I am writing in response to your request for information (FOI 46374).

The relevant Council Service(s) has searched for the requested information
and our response is as follows:

                                  

I would like you to provide stats on the average wait times for an Adult
Social Work needs assessment over the last 3 years. If possible please
break it down by month. If the above breaches the maximum aloud to spend
(Section 12 of the FOIA) on a request please prioritise the last year.

We are unable to provide the data requested for the following reasons: -

•         It’s become obvious that continued changes in the type of
assessments undertaken by ASC over the date ranges required of this
request, and consequent changes in the workflows the various assessments
represent, have made answering this request complex to the point whereby
it has not been possible to provide answers.

•         The request requires that we track clients journeys and the
consequent length of time it takes from one point of their journey to
another. CareFirst is a very old, and out dated, data base, it is not
orienteered to track workflows across clients journeys. Consequently it is
not possible to track the length of time it takes from one point of a
client’s journey to another, specific to this request,  with the degree of
confidence required for this FOI. 

•         For example, referrals received for social care assessments from
hospital wards are captured on CareFirst as ‘activities’. These are
standalone documents on the system, meaning they do not trigger the next
point in a client’s journey. If they did electronically trigger the next
point of a client journey we could attempt to track the length of time
from the ‘activity’ form, through to an initial assessment. Even if we
could do that, there remains the question as to what assessment type we
count as a ‘social care assessment’ (Short term assessment, long term
assessment, goals risk and capacity assessment, equipment and adaptations
assessment etc….) For example, a short term assessment may itself trigger
a long term assessment; and short term assessments did not exist until
last year.

If you are unhappy with the way we have handled your request for
information, you are entitled to ask for an internal review; however you
must do so within 40 working days of the date of this response. Any
internal review will be carried out by a senior member of staff who was
not involved with your original request. To ask for an internal review,
