I would like you to provide stats on the average wait times for an Adult Social Work needs assessment over the last 3 years. If possible please break it down by month. If the above breaches the maximum aloud to spend (Section 12 of the FOIA) on a request please prioritise the last year.

I refer to your request for information dated 4 August 2018. Please accept
my apologies for the delay in replying to you.

The search for the information has been completed and I can now to supply
you with the following information:

 

You asked: 

 

I would like you to provide stats on the average wait times for an Adult
Social Work needs assessment over the last 3 years. If possible please
break it down by month. If the above breaches the maximum aloud to spend
(Section 12 of the FOIA) on a request please prioritise the last year.

 

Our response:

We have considered your request and are refusing this in accordance with
section 12 of the Act.

 

This is because the cost of locating and retrieving the information
exceeds the "appropriate limit" of £450 as stated in the Freedom of
Information & Data Protection (appropriate limit & fees) Regulations 2004.
It will also far exceed the 18 hour work time limit.

 

We have reached this conclusion for the following reasons:

 

We do not keep this information in a reportable format and in order to
access this information it would be necessary to manually search through
the records of everyone who was referred or assessed during the years you
have requested.

 

During the timescale of your request we have also replaced our recording
systems and so your request would also rely on extracting historic data
from a system which has is now archived.

 

It would therefore take significant amounts of time to locate all the
information requested. 

 

We have estimated that there are in excess of 5,000 individual assessment
records per year, meaning around 15,000 records for the 3 years covered by
the request.

 

We have estimated 10 minutes per record as a minimum to search for and
locate the information by undertaking a search of each record and
reviewing the case history.

 

We have estimated that it would, therefore, take at least 2,500 hours of
officer time to populate the full three years' worth of data.

 

At £25 per hour we estimate that it would cost more than £62,500 to comply
with this request.

 

We have looked at whether the data could be provided for a single year but
this would amount to 830 hours of officer time, with an estimated cost of
£20,800.

 

 

If you are dissatisfied with our handling of your request you have the
right of appeal through the Council’s internal review procedure by setting
