Average Speed Cameras London M4 Motorway between J1 and J3 ( Juntion 1 & Junction 3 )

My questions relate to the SPECS3 VECTOR average speed cameras on the M4 Motorway in London which are positioned between Junction 1 and Junction 3 in both directions.

On the eastbound section they are positioned along the 60mph stretch and the 40mph section between Junction 3 and Junction 1

On the westbound section they are positioned along the 60mph stretch and the 40mph section between Junction 1 and Junction 3

Questions:

1. Are the average speed camera's operational?

2. What date did these cameras become operational?

3. How much money has been spent on maintaining these cameras since 1st April 2017?

4. What happens to the data which is captured by these average speed cameras?

6. What data do you obtain from these average speed cameras?

7. Are these cameras still of the SPECS3 VECTOR type?

8. Are there any plans to upgrade these cameras for newer type?

9. There are lights accompanying each set of Specs3 Vector Average Speed Camera, are these lights operational and active?

You've stated the lights which accompany these average speed cameras are active however I'd like to point out that the lights are never switched on. Are you sure the lights are active?

Taking for example the lights which accompany the cameras on the A40 within london. You can clearly see they are switched on in the evening.
