Average speed and limit on the Stoke Gifford Bypass

Response to this request is long overdue. By law, under all circumstances, South Gloucestershire Council should have responded by now (details). You can complain by requesting an internal review.

Dear South Gloucestershire Council,
Since the opening of the new Stoke Gifford Bypass has a measurement been taken of speeds along the section of the road with a 30mph speed limit and what was the mean average and 85th Percentile speed?

Is the speed limit set to DfT guidelines that say that limit should not be set below the mean average speed?
