Dear Transport for London,

Please could you supply me with a spreadsheet of average off-peak journey times between stations, in seconds, discarding disruptions or closures. This should include data for London Underground, London Overground, TfL Rail and DLR services.

This is similar to an FOI found at https://www.whatdotheyknow.com/request/s... but instead with the constraints outlined above and up to date.

Please find the attached spreadsheet which contains the DLR off peak
average scheduled runtimes.

London Underground scheduled journey times are available via the LU
working timetables available on the TfL website at

On the first page of every timetable there is a table with distance and
off peak runtimes for each station pair.

For London Overground and TfL Rail please see the following link

These are the current Overground timetables from which you can extract the
station to station run time as you wish.

In accordance with section 21 of the FOI Act, we are not obliged to supply
you with a copy of the requested information as it is already accessible
to you elsewhere.

I don't really feel that the Working Timetables answers your query and isn't an average time nor is it in seconds. I hope you consider an internal review.

Why would TfL maintain a record of AVERAGE (whether mean, median or mode) journey times between stations? Under FOI there is no obligation upon TfL to calculate averages specially.
As for it not being in seconds, what is wrong with converting them yourself?

Dear FOI,

This only partially fulfils my request. I will clarify that I would like the journey times in seconds, even though I can convert the timings myself, and this would be for average off-peak and peak journey times between stations. This would be to accurately map the timings to your Unified API for your arrival predictions. This data is not available elsewhere because the timings are approximations of a general service, not accounting for peak and off-peak service types.

Unfortunately, from the description provided, we are unable to identify
the information you require. To enable us to assist with your request,
please clarify whether you want the actual times achieved or the times we
schedule in the timetable for peak and off peak periods.  If you think the
times we schedule (and control train movements to) are more precise than
the timetables themselves indicate, this isn’t the case. The times the
trains use are those indicated in the timetables. Also, can you define
what you mean by a peak period? On many lines the times vary considerably
during the traditional peak periods (0700-1000,1600-1900).

 

Please note that the 20 working day deadline for responding to your
request will depend on when we receive satisfactory additional information
to help clarify your request.  

 

If we hear nothing further from you by 4 November 2019 your response will
be treated as a new request.

Thank you for your email which we received on 20 October 2019 asking for
information about average journey times between stations.

 

Your request has been considered in accordance with the requirements of
the Freedom of Information (FOI) Act and our information access policy.  I
can confirm we do hold the information you require.

 

Unfortunately, to provide the information you have requested would exceed
the ‘appropriate limit’ of £450 set by the Freedom of Information
(Appropriate Limit and Fees) Regulations 2004.

 

Under section 12 of the FOI Act, we are not obliged to comply with a
request if we estimate that the cost of determining whether we hold the
information, locating and retrieving it and extracting it from other
information would exceed the appropriate limit. This is calculated at £25
per hour for every hour spent on the activities described.

 

We have estimated that it would considerably exceed the cost limit to
provide a response to your current request. We do hold the raw data but we
are unable to provide an average of actual times achieved across the
network or to ascertain whether a good or degraded service was operating,
as this would require a manual analysis and extraction of the data.

 

To help bring the cost of responding to your request within the £450
limit, you may wish to consider narrowing its scope so that we can more
easily locate, retrieve and extract the information you are seeking. If
you want to refine your request or make a Freedom of Information Act
request in future, please bear in mind that the Freedom of Information Act
allows you to request recorded information held by Transport for London.

 

Although your request can take the form of a question, rather than a
request for specific documents, TfL does not have to answer your question
if it would require the creation of new information or the provision of a
judgement, explanation, advice or opinion that was not already recorded at
the time of your request.

 

Please note that train movement events form part of the TfL live data
feeds ([1]https://tfl.gov.uk/info-for/open-data-us...) so you may be able
to accumulate a dataset of this information using publically available
information. This is also true of the London Overground and TfL Rail
Services, but using Network Rail Live Data Feeds. For both of these data
sources, there is likely to be a systematic difference between the times
of recorded events (which actually occur at the closest boundaries between
signal sections) and the wheel start or stop at the adjacent platform.
This can be calculated by observing a small number of trains at the
location and then applying the average difference between the time
recorded on data feed and those of the sample of observed movements.

 

Please note that we will not be taking further action until we receive
your revised request.

Dear FOI,

I will further refine and clarify my request for ticket FOI-2036-1920 to the following:
Please could you supply me with intermediate running times in seconds for all tube lines, DLR, London Overground and TfL Rail services. This should be formatted exactly like the intermediate running times for the Victoria Line found in this document on page 2: http://content.tfl.gov.uk/vic42.pdf
Furthermore, could you supply me with the coefficient for each of the modes that estimates the running time between stations during peak periods.

Intermediate running times are not given for DLR, London Overground or TfL Rail services and since some timetabled times between stations are not of a consistent interval, I cannot judge the intermediate running time in minutes between the stations, hence why I am asking for the time in seconds. I also want to remove any ambiguity of special cases that the timetable accounts for, such as increased running times due to a specific platform used, etc.

Please find the requested information for the London Underground and DLR
running times attached. With regard to LU, comments show for each link the
scheduled wheel turn time between stations together with dwell times, for
all times of the traffic day.

 

Regarding TfL Rail and London Overground services, the timing information
is available on the Network Rail website using the following links;

This web site has links to the working timetable. This will enable you to
establish the running times between stations as it includes various
allowances such as pathing time, engineering allowance, performance
allowance and adjustment factors. The front pages of each working
timetable explain the symbols and conventions used. It should be noted
that the national network is planned to 30 seconds (i.e. half minute)
granularity not to single seconds.

This web site contains links to the Train Planning Rules (TPR). These set
out the mandatory timing points right across the National Network and
where specific allowances such as adjustment factors and engineering
allowances should be applied.
