I am writing to request an internal review of UK Border Agency's handling of my FOI request 'Average income of staff at UKBA?'.

My request for information was:

What is the average salary of EVERYBODY within UKBA?

What is the average salary of every member of staff below and including "Senior caseworker" within UKBA?

What is the average salary of all members of staff below the rank of senior case worker.

I later requested that you outline the true number of employees which the figures refered to. Whilst I accept that this further request did not form part of my original request, the original time limit would not apply. I do not feel that such a request was an unreasonable one to comply with.

However, having reviewed your response, I note that my request has not been answered accurately.

You have responded with: 1) £24,093.00 - how many employees does this refer to? - up to what rank... This figure, compared to the others I believe appears a little low...

2): My request for information relating to persons of "Senior Caseworker" position (Job Title) and their subordinates
IE: Senior Case Worker -> Case Worker, case worker, case worker -> 12 admin (etc)... can you confirm that your "definition" of my request is the same case? if not can you provide the informaton requested.

3) as above... except... Case worker -> 3 admins (or however...)

I am happy for you to identify an individual case worker and provide the figures for that case worker/senior case worker (however, I would not expect the identity of that specific case worker to be revealed).

To provide such a response would simply need to aquire the name of 1 senior case worker (Such as - but not specifically - Paula Scott from the EEA team)... and then aquire the figures of ALL staff in their direct "command line structure"...

the answer to 2/3 would be an easy one to provide and require only a small amendment of the other to provide the figure for the senior case worker part of the request.

I further note that:
"Average Salaries are produced using the median value calculation . Salaries have been taken as gross annualised salary plus London Location Allowance where appropriate."

This was not my request, I simply requested what the salaries were. This does not include London Location Allowance (unless of course it falls within the category of "Salary" on their payslips and is paid as ONE figure. IE: Caseworker in Birmingham's salary is 24,000. but the Salary in London is £26,000. If however the salary is £24000 but if you work in london get an additional bonus of £2000 then it is not the scope of my request.

Their Response: "Median"... http://en.wikipedia.org/wiki/Median

Best practice of reports doesnt count here. My request stated the clear scope as Average, they altered this to be Median. which provide two seperate figures.
