Ofqual FOI, Office of Qualifications and Examinations Regulation

Dear Naty

Freedom of Information request

Our ref: FOI2021273

I refer to your recent request for information, made under the Freedom of
Information Act 200 (“the Act”).

Under the Act, public authorities have two duties to individuals
requesting information: firstly, to confirm whether or not they hold the
information requested and, secondly, to provide a copy of that information
unless one or more of the exemptions under the Act apply.

Your request

You have asked Ofqual to provide you with the following information:

1) Number of entries per subject for each particular exam board for the
Autumn (October 2020) A-level series.

2) How grade boundaries will be set by exam boards.

3) The centre assessed grades of all students entered for each subject
 for autumn A-level series.

Our response

We have searched our records and I can confirm that Ofqual
holds some information of the type that you have requested.

 1. Number of entries per subject for each particular exam board for the
Autumn (October 2020) A-level series

On 19 October 2020, we published provisional entry numbers for the AS and
A-level 2020 Autumn exam series.  This information can be found on the
Ofqual Blog, and is available via [1]this link.

 2. How grade boundaries will be set by exam boards

The latest information on this is also contained in the Ofqual Blog,
available via the link in our response to Question 1. Exam boards will
publish results following the autumn exam series, showing the outcomes and
entries for each exam specification.

3) The centre assessed grades of all students entered for each subject for
autumn A-level series

Exemption – Personal data

Section 40 of the Act provides that personal data is exempt from
disclosure under the Act if that disclosure would breach one of the data
protection principles set out in the Data Protection Act 2018 (DPA).
Ofqual believes that providing the requested data at school and student
level constitutes personal data as defined by the DPA, as it relates to
living, identifiable individuals. We must, therefore, decline to provide
this information under s40 of the Act.

However, in the interest of being as helpful as possible, you may wish to
reconsider the scope of your request under Question 3) above. While we
cannot provide you with data on individuals’ centre assessed grades, we
could provide high level figures which show the number of students with
each CAG (i.e. the number with A*, A, B, etc.). If you would like us to
provide data in this format, please let us know. This would be considered
as a new Freedom of Information request.

If you choose to submit a revised request, please also consider whether
you are seeking CAGs or the final grades awarded (the latter would be the
higher of the CAG or the calculated grade under the standardisation
model).

I hope this information is of assistance.

Internal review

If you are unhappy with the way in which your request has
been handled, you have the right to request an internal review. You can
request an internal review by contacting:

Naik Sandhu

Legal Practice Manager, Ofqual

Earlsdon Park

53-55 Butts Road

Coventry, CV1 3BH

(Email: [2][email address]).

If you are dissatisfied with the outcome of the internal review, you can
apply to the Information Commissioner. Complaints to the Information
Commissioner should be sent to:

FOI/EIR Complaints Resolution

Information Commissioner’s Office

Wycliffe House

Water Lane

Wilmslow

Cheshire, SK9 5AF

I hope the above information is of assistance.

Yours sincerely

Bridget Makepeace
