Dear Oxfordshire County Council,

I am writing to request 2020 data, even if so far unverified, from Oxfordshire's Automatic Traffic Counters. My preference is for data collected within the Oxford city boundaries. However, I am happy to take county-wide data if easier to collate.

Because my query relates to the impact of COVID on traffic flows, I would like to receive the data in as granular form as possible. I.e. where data is only gathered for one or two weeks per year, i would like to receive the entirety of that data for each specific monitored site, ideally collated daily. Where data is gathered continually throughout the year, I would ideally like to receive daily totals for each specific monitored site.

located within the Oxford City Boundary. Please note as data has been
supplied daily you will need to scroll through the daily tabs in each
spreadsheet until you come to the period when data was recorded.

Thank you for your email dated 18 March 2021.  As you have indicated that
you are not satisfied with the response supplied by the County Council,
the issue has been referred to me to conduct an internal review.

 

My investigation

 

I have completed the internal review and have looked at the whole request
afresh. I have also looked at how the original response was handled. On
that latter point I can see that the Council responded to you on 3 March
2021, which was within the statutory timeframe

 

Your original request submitted on 21 February 2021 asked for the
following information:

collected within the Oxford city boundaries. However, I am happy to take
county-wide data if easier to collate.

 

Because my query relates to the impact of COVID on traffic flows, I would

In response to your request, the Council provided you with a number of
spreadsheets which included all 2020 traffic data from Automatic Traffic
Counters located within the Oxford City Boundary.

 

In your subsequent response of 18 March 2021, you stated:

 

“Much of the data from these spreadsheets is missed. Can you please
rechecked the source, and send me the files containing the requested data.
If the data is missing at source, please confirm this also.”

 

Having rechecked the information held, against the data you have received,
I can confirm that the Council has supplied to you all the data recorded
it has.

 

I note that you were advised in the Council’s initial response that due to
the way the data is recorded and downloaded you would need to scroll
through the daily tabs in each spreadsheet until you came to the period
when data was recorded for particular sites.

 

I can confirm that the gaps in the spreadsheets relate to a time when a
particular traffic monitoring site did not have a recording device
attached. As the Council has more sites for collecting traffic data than
devices to record, the devices are rotated between sites.

 

I am therefore satisfied that all 2020 data collected from Automatic
Traffic Counters, located within the Oxford City Boundary, has already
been supplied to you in the spreadsheets attached with the Council’s
initial response.
