Update from Technical Advisory Group 
 
Meeting heldon 10th February 2015. 
Changes to the provision of MMC data are being finalised and will be released in the next 
few months. 
Falconi has still not passed testing, if not resolved shortly forces may decide not to upgrade 
systems prior to introduction of the National ANPR Service (NAS).

The future upgrade of Falconi (V3.1) will not now be progressed in view of the imminence 
of NAS.  The updates to Northgate BoF that will be accepted following falconi roll out are 
NADC mapping, the Advanced data Miner, and bug fixes. 
 

Review of RUG submissions

A written update had been circulated and the contents were noted. 
Ref Audit of ACT reports RUG indicated that provisions for management of reports are in 
place and a national audit may not be necessary.  It was agreed that Bill Mandeville will 
liaise with PNC Services and request that they initiate action to improve compliance if any 
issues are identified.

business rules for use of ANPR data from another area are defined within NASP.  These

Update from Information Commissioner’s Office 
 
Meagan Mirza advised that 2 successful workshop re PIA had been held, more will be 
provided if requested by RUG. 
 
The ICO will be reviewing force web sites to establish the level of information that is readily 
available ref ANPR.

Update from Surveillance Camera Commissioner 
 
Kishor Mistry reported that SCC will be undertaking a review of the Surveillance Camera 
Code and requested that this is an agenda item for the next NUG. 
 
The SCC is still seeking greater transparency regarding ANPR and in particular more 
information to be available to report benefits obtained. 
 
Action: 
Develop an evidenced based repository of information regarding the benefits 
of ANPR.

Other partner agency updates 
 
HMRC 
HMRC are developing their use of ANPR with a focus on the forthcoming NAS ensuring 
that they will be structured to take full advantage of capability 
 
British Transport Police 
Some current BTP cameras may be transferred to Police Scotland, although this is not yet 
confirmed. 
 
Network Rail will be deploying 700 cameras on level crossings and work is being 
progressed to integrate these into infrastructure 
 
AVCIS 
AVCIS are new to the NUG and will be developing their contribution.  A senior crime analyst 
has been appointed who will be expected to develop use of ANPR within the team.

DVSA 
Malcolm Jones provided an update on behalf of Malcolm Jones. DVSA is making good 
progress with the installation program of new cameras the final sites in Wales will be 
completed shortly 
 
DVLA 
DVLA are continuing to develop plans for use of national ANPR in compliance activity.  The  
Pilot work in Cheshire needs to be supplemented by a ‘test case’ using data from non type 
approved deveices for prosecution purposes. (see item 15) 
 
13 Schengen 
Update 
 
John Rice provided an update regarding the progress of Schengen. The ‘go live’ date for 
the UK is now 13th April 2015.  The software development in respect of the information to 
be provided for ANPR purposes has been delayed.  In addition a change request has been 
submitted to limit the Schengen stolen vehicles that are included within the ANPR pool to 3 
months of data in line with UK stolen vehicles.  If this is not done the level of impact on UK 
ANPR systems would be excessive.  Details of connection requirements will be advised 
asap.  It is recognised that depending on the time taken for development Schengen may 
not be implemented in current ANPR systems and may only be linked to the NAS.

A paper had been circulated outlining the intended approach by DVLA to enforcement.  
NUG members indicated approval of the approach outlined within the document.

Dyfed Powys are requested to assist DVLA with a pilot to test prosecution 
procedures using ANPR

Update on National ANPR Data Retention 
 
Work is not yet complete.  Case studies are being collated to inform discussions.  This will 
be a substantive agenda item for the next NUG.

Update from the National ANPR Service Project. 
 

The project is progressing well.  The preferred provider identified is SELEX in partnership 
with SUNGARD.  Initial Operating Capability (IOC) will be in place in July with full capability 
by December.  The costs are substantially lower than previously disclosed.  The NAS 
project will provide and install a data aggregator in each force as required.

The orders have been replaced to enable use of the current infrastructure to March 2016. 
 
Immigration Enforcement within the Home Office have been designated as an ‘Approved 
LEA’

Paul Keasey advised of Operation TRIVIUM which will take place between 22nd and 29th 
June.  Full details will be circulated. 
 
John Dwyer is conducting a Capacity and Capability Review of ANPR in preparation for 
NAS and to support roll out.  An update on this work will be a substantive agenda item for 
the next NUG.
