4. For the EHCPs that have Autism (ASD/ASC) identified, what is the type
of educational setting they attend (type of school named in Section I).
We do not currently have the report available to answer this question, the
manual process required will take longer than the 18.5 hours.
5. For the EHCPs that have Autism (ASD/ASC) identified, how many mention
that a child has demand avoidance, identifiable by any of the following
terms being used in any section of the EHCP:
This would mean going through 1000s of EHCPs individually which would not
be possible to do in the time frame
○ Demand Avoidance
○ Pathological Demand Avoidance
○ PDA
○ Extreme demand avoidance.
○ Avoids everyday demands or activities
6. For these EHCPs that have demand avoidance mentioned, what is type of
educational setting they attend (type of school named in Section I).
Please use the above list to categorise setting type - We use whatever the
report suggests but bearing in mind PDA is not a recognised condition by
the NHS. We may use displays tendencies of, suggests possible etc…rather
than definitely asserting they have PDA.
7. Does your LA use the term 'Pathological Demand Avoidance' or 'PDA' or
'autism with a demand avoidant profile' in EHCPs if provided in a
professional report? As above.
8. If these terms in question 7 are not used, what is the reason for this?
As above.
For q4 and 5 above, we rely upon Section 12 of the Freedom of Information
Act 2000 which states that public authorities are not required to comply
with a request for information if it is estimated that to do so would
exceed the appropriate limit of 18.5 hours. As we are unable to extract
the required information electronically, a manual review would need to be
undertaken of each record and it is estimated that this would take the
time spent on your request over the time limit. We rely on Section 12 (1)
to refuse these parts of your request.
You have the right under Section 17 of the Freedom of Information Act 2000
to ask for an internal review of the refusal of the information requested.
Please direct any request for an internal review to
[1][Wirral Borough Council request email] and your request will be allocated to
another officer for review. If you are dissatisfied with the outcome of an
internal review you also have the right to complain to the information
