Autism Strategy

Wirral Metropolitan Borough Council did not have the information requested.

Dear Wirral Borough Council,

Please could you provide the following information:

1. Has Wirral formed an autism partnership board. If so, how are its members elected.

2. What is the name of the senior manager with responsibility for the commissioning of services for adults with autism.

3. What percentage of staff working in DASS have had autism awareness training.

4. What percentage of community care assessments for individuals with autism are carried out by a SW/ASO who has received specialist autism training.

5. What are Wirral Council's plans for the improvement of services for adults with autism.

6. How can adults with autism and parents/carers be involved in the development of these plans.

Unfortunately, often a request for an internal review will prompt transparency.

Dear Wirral Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Wirral Borough Council's handling of my FOI request 'Autism Strategy'.

By law, under all circumstances the authority should have responded to my request by now, but I have had no response at all, and have not even received an explanation for the delay.

More than 20 working days have now passed since I requested an internal review into Wirral Council's failure to respond in any way to my FOI request of 19 March 2011.

In your acknowlegement of 23rd May you promised that I would hear from you shortly. As it is now more than 60 working days since my request was made, please could you provide me with the information originally requested, as well as the outcome of the internal review into the handling of my request.

It really is quite straightforward - either the authority has an Autism Strategy or they don't. Either way, it is inexcusable of Wirral Council to take this long to respond, and I will be referring the matter to the ICO if I do not hear from you by return.

Good Morning,
Apologies for the delay in responding to your enquiry. The lead for the
development and implementation for an Autism Strategy for Wirral Council
lies with NHS Wirral. I have contacted the lead officer there and have
asked, as a matter of urgency that he supplies me with any relevant
information and I will then send the information onto you. The request
should have been redirected to NHS Wirral originally and I hope this
explanation is acceptable to you.

Dear Jane Corrin,

Thank you for your explanation for the lack of a response, which was received today. As I had not heard anything prior to this, I referred the matter to the ICO yesterday.

It is a shame that my request was not forwarded on to NHS Wirral 3 months ago. I do find it quite bizarre that NHS Wirral should be responsible for the training requirements of Wirral Council's DASS social workers and assessment support officers in relation to the autism strategy. But I will await their reply with interest.

Good Afternoon,
With regard to your request in relation to an Autism strategy please see
response below. Again I apologise for the delay in responding to your
enquiry.

The preparation of an Autism Strategy is currently being worked on,
jointly between
Wirral Council and NHS Commissioners, aiming for Cabinet approval in the
autumn.

Some aspects of our joint strategic response to Autism were covered in
our
Strategic Commissioning Framework for People with Learning Disabilities
published in February 2010 (attached for info).

However as the work is developing, we are realising that there needs to
be a much clearer distinction between the needs of people with Autism
and people with a Learning Disability and this will inform our final
framework document.
