Authorisation for tiny "no entry" signs in central Cambridge

Dear Sir or Madam,

This request is a follow-up to <http://www.whatdotheyknow.com/request/au...> (your reference FOI/ECS/127430), and should probably be directed to Karen Lunn.

Are the small "no entry" signs at the west end of St Mary's Passage and at both ends of Petty Cury, both in Cambridge, the subject of an authorisation or special direction issued by the Secretary of State for Transport? If so, could I please have a copy of that authorisation and/or special direction?

For avoidance of doubt, the signs I'm referring to are those shown in the following pictures:
