Dear Mr May,

Freedom of Information Request F20-236

Thank you for your request for information as copied below. You have asked
for brief details of audits and investigations by the National Audit
Office and Public Accounts Committee into the activities of the Health and
Safety Executive, in the years 2009 to 2019 inclusive.

In the first instance, please note that the National Audit Office (NAO)
and the House of Commons (which includes the Public Accounts Committee)
are two separate public authorities for the purposes of the Freedom of
Information Act 2000 (FOIA). The response below only covers information
held by the House of Commons; if you require information that may be held
by the NAO, you may wish to search their website at
[1]https://www.nao.org.uk/ or contact them using the details provided
there.

Information on inquiries carried out by the Public Accounts Committee is
held by the House of Commons.

However, this information is already available from a public source. It is
therefore exempt from disclosure in accordance with section 21(1) and
(2)(a) FOIA, which removes a public authority from the obligation to
provide access to information which is already in the public domain. This
is an absolute exemption and the public interest test does not apply.

It may help you to know that this information relevant to your request can
be found on the parliament.uk website. Select Committees, including the
Public Accounts Committee, carry out inquiries into different topics,
which normally result in the publication of a report. Information about
inquiries and the reports are published and can be found on the following
pages. If the Committee has made an inquiry or published a report relating
to the Health and Safety Executive, it will appear here:

o Inquiries and publications from the beginning of 2020 onwards relating
to the Public Accounts Committee can be found at
[2]https://committees.parliament.uk/committ....
o Inquiries prior to the end of 2019 relating to all Select Committees
can be found at

o Publications prior to the end of 2019 relating to the Public Accounts
Committee can be found at

You may, if dissatisfied with the handling of your request, complain to
the House of Commons. Alternatively, if you are dissatisfied with the
outcome of your request you may ask the House of Commons to conduct an
internal review of any decision regarding your request.  Complaints or
requests for internal review should be addressed to: Information Rights
and Information Security Service, Research & Information Team, House of
Commons, London SW1A 0AA or [5][House of Commons Commission request email]. Please ensure
that you specify the full reasons for your complaint or internal review
along with any arguments or points that you wish to make.
