Audited accounts for Berriew CP School years 2015, 2016 and 2017

I wish to be provided with the financial records/ audited accounts for Berriew CP school, years 2015, 2016 and 2017, with detailed breakdown.
I have made a request direct to the school previously but my request was ignored.

In order that we can ascertain that the information you have requested is supplied to you can we please ask what you mean by the "audited accounts". Schools have to submit and have licenced a budget for a three year period, they do not have to have audited accounts. However, they also have school funds which covers items such as donations and such things which are signed off as being an accurate reflection of the receipt and expenditure of such monies.

The requested information is for the financial statements/ accounts for 2015, 2016, 2017, including all detailed expenditure. It is not the school fund accounts.
School financial statements/accounts are publicly available and should appear on the school website for each year. They do not.

02/07/2018, in which you requested details of the following:
Berriew School
The above is a summary of your request. The full details of the
information sought is provided to the officer to whom the request is
tasked.
Your request will now be considered and you will receive a response within
the statutory timescale of 20 working days as defined by the Act, subject
to the information not being exempt or containing a reference to a third
party. In some circumstances Powys County Council may be unable to achieve
this deadline. If this is likely you will be informed and given a revised
time-scale at the earliest opportunity.
There may be a fee payable for the retrieval, collation and provision of
the information you request. If this is the case you will be informed and
the 20 working day timescale will be suspended until we receive payment
from you. If you choose not to make a payment then your request will
remain unanswered.
Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

This morning I have received an email from Sean Clarke, head teacher of Berriew school, with attachments comprising redacted financial accounts. This is totally unacceptable.
A governing body has an obligation to publish the financial statements showing all the income and expenditure.
Please ensure that the requested information is sent to me with no redactions.

Further to your email of 10th July. If you have any issues with a release made under the Freedom of Information Act then this should be taken up with the appropriate body, in this instance Berriew County Primary School.
Powys County Council will undertake any release of information requested under reference F2018-0721 separately from Berriew County Primary School and in accordance with the Freedom of Information Act and any exemptions contained therein.

Thank you for your response.
I will be taking this up with the school but the response from the school should not have been sent to me direct.
The information provided by the head teacher was in excel files and contains names of the various teachers, as the redaction has not worked in some places. The files are able to be altered and this is not acceptable.
The requested information should already be on the school website.

If you feel that you have received the personal data of other individuals then you should destroy this and I will arrange for the correct information to be sent to you once I have your confirmation of destruction. It is up to the individual schools to determine whether their budgets are placed on their web sites but I will certainly have this discussion with the School.

I do not underatand why this has happened. The school refused to have further contact with me several months ago, but I received the information within days of my request to the council on this website.
I will respect the privacy of anyone mentioned in the files and trust that I will receive the requested information as final financial statements of income and expenditure.

In an endeavour to be of assistance the process as we understand it to have occurred is:
1. You submitted a request to Berriew School at some point in the past.
2. You failed to receive a response from the School
3. On 2nd July 2018 you submitted an FOI through whatdotheyknow.com to Powys County Council asking to be provided with the financial records/ audited accounts for Berriew CP school, years 2015, 2016 and 2017, with detailed breakdown.
4. In the same email you said that you had previously requested the information from the School but that your request had been ignored.
5. Powys County Council contacted Berriew School and asked them to process your request as a matter of urgency as it was out of time (we thought). All Freedom of Information Requests are dealt with independently of any other communication and in accordance with that legislation.
6. Your request to Powys County Council was treated as a new request to the Authority and allocated a reference number F2018-0721
7. A response was issued from Berriew School
8. Powys County Council is still processing your request made on 02/07/18 and you should receive a response before the due date of 30/07/18.
I hope that this has explained the circumstances as we see it.

Berriew CP school was indeed out of time in responding to my request.
It is a very uncomplicated request and I wish to clarify it. It is to be provided with a detailed financial statement of all income and all expenditure, as provided in the governors' reports.
Many schools publish these financial statements on their website.

The Council has taken the step to place me on a register for vexatious complainants even though I acted upon advice from the Welsh Government, in furthering my complaint.
