Audit Results of Social Housing Allocation(s)

I understand that "WirralHomes" is a name used by Wirral Borough Council for the provision of Choice Based Lettings, having the responsibility for the allocation and provision of Social Housing.

(1) Please provide a complete list of Registered Providers, member organisations, social landlords or other property providers to WirralHomes

(2) Please provide details of the Council's audit of the allocation and provision of Social Housing to its' residents for all years since April 2005 (or since the WirralHomes Choice Based Letting came into being)

the details to include:

a) the financial audit of Financial Statements, including but not limited to, Profit & Loss, Balance Sheet and Source and Application of Funds

b) the business process audit for the management of partner, supplier or other organisation relationships

c) the business process audit of the allocation of properties to applicants

d) the results of equality monitoring of applicants

Dear Sir or Madam,

I notice from other "answers" to FOI A Requests by other Authorities, although they sometimes answer the actual question asked, their answer is not in keeping with the spirit of the question.

Examples are "list of Police Officers at an event" will produce a list of numbers with no names etc.

For the avoidance of doubt, where I ask for "results of audit" that should include the source documents and a concise, descriptive & full answer.

For example the request:

"b) the business process audit for the management of partner, supplier or other organisation relationships"

should include, but is not limited to, the full documentation and description of the Business Process's, constituent Task Instructions with responsibility Job Titles, process diagrams, decision trees, policy compliance processes and checks, name of auditors and their qualification to audit, description of audit process, test details and outcomes, areas identified for improvement, job title of WirralHomes sign-off authority

An independent comprehensive review of Wirralhomes commissioned in 2007
and carried out by Heriot Watt University who reported in January 2008.

We do not carry out an audit of lettings as such, as the process is
carried out in line with Wirralhomes Policy (attached). The stockholding
members of the Wirralhomes scheme who allocate the properties are subject
to external audit by their regulators.

The Council's Strategic approach to Housing

Lettings Statistics 2006/09.

Wirral homes are not a separate trading operation but are part of the
Council and are based within the Regeneration Department. The Council's
financial accounts are subject to scrutiny by the external auditors, the
Audit Commission, the Annual Financial Statement 2008-09 was recently
signed off by the external auditors, but unfortunately Wirralhomes is not
referred to directly in the statement. However, attached is an extract
from the general ledger for 2008-09 which refers specifically to
Wirralhomes and details actual outturn for both 2007-08 and 2008-09 plus
the budget for 2008-09.

In addition to external scrutiny of the accounts, the Internal Audit
section also conducts, from time to time; systems based reviews of the
financial management of all the departments of the Council to ensure that
sound financial management control is in place and operating to acceptable
standards.
