Im contacting you just to provide you with an update on the information
you requested regarding the incident at Eldon Brickworks.

We have spend a considerable amount of hours in obtaining the data you
have specified on mobilisations and standbys from our databases.  This
data is not stored in such a way that it contains everything you have
asked so we have had to investigate and research into how this data can be
amalgamated.

 

In order to finalise the mobilisation data you asked for;

Can you clarify by what you mean by ' Deployed From' and 'Station Id'?  Is
this the actual location it was deployed from and is the station the
station the vehicle would normally reside at?

 

The incident log is somewhat large due to the length of time the incident
went on far.  It is in the region of 230,000 words in length and must be
reviewed and redacted of any personal data before we can release it.  In
order to provide you with a speedy response is there some thing in the log
you are specifically looking for so that I can expedite the provision of
the information?  You will already be receiving the mobilisations and
standby data.

I am writing to request an internal review of County Durham and Darlington Fire and Rescue Service's handling of my FOI request 'Attendence details and full log for the incident on 31-08-2020'.

As you can see the above request was asked on the 10th October 2020. On the 6th November then the actual date for the FOI ran out, you sent asked for a clarification on what I needed. After updating this clarification on the 8th November, there was no response from yourselves. Looking at the new date takes it well over the 20 days

Good afternoon Mr Smith
 
Your email has been forward to myself.
Our original confirmation of receipt email highlights that any freedom of
information requests may not meet the statutory response due to the
ongoing Covid-19 pandemic.  In your specific case, a response email has
already been drafted and is awaiting approval from the data owner. 
Unfortunately this person is absent from work and therefore must be
approved by someone else.
 
I note that you have mentioned the correspondence regarding seeking
clarification.  You indeed did clarify one area but we received no
response with regard to the area below in yellow.
The time taken to investigate and extract part of your request has already
taken this request fairly close to the statutory timescale of 18 hours. 
This does not include reviewing the contents of the log to make sure
sensitive information is removed under any exemptions.
It is likely that this task in itself along with the provision of the data
already obtained would create an oppressive burden and that it may be
handled under section 14 of the Act.  This is why I had asked the question
in relation to if you were seeking something specific from the log given
that you will already be getting the resource mobilisations.

Attached are the mobilisations and standbys for this incident.  For
mobilisations and the location of deployment, we have only included the
location for vehicles  and not officers due to how they work.  We do not
have that data for them.

 

In relation to the incident log, Section 14 of the Freedom of Information
Act 2000 (FOIA) allows public authorities to classify requests as
vexatious.  It may be used in a variety of circumstances where a request,
or its impact on a public authority, cannot be justified.

 

In such circumstances a public authority is not obliged to comply with the
request.  The provision of the standby and mobilisations data as per the
request specification took a number of hours to extract and transform into
a useable format.  Our initial investigations into the incident log found
that the log contained 230,000 words.  Again this took some time to
extract and transform into useable media to investigate.  Due to the
content contained in the log, a significant amount of work would have to
be undertaken to redact any personal or business sensitive data (using
appropriate exemptions).

 

It is my determination that the cost of resources to remove any exempt
information, in combination with the time already spent extracting other
information as part of the request, would cause an oppressive level of
disruption, especially during the current Covid pandemic.

 

The Service has decided to refuse this part of your freedom of information
request under Section 14 of the FOIA.

 

However, the Service would be happy provide some information from the
incident log should the scope of the request be reduced/narrowed to a
level that would not require such a large resource demand.

 

 

If you are unhappy with the way your request for information has been
handled, you can request a review by contacting the Freedom of Information
Officer at the address below.

 

If you remain dissatisfied with the handling of your request or complaint,
