Attendance records for Cllr Matt Wright.

The request was refused by Flintshire County Council.

Please may I under the Freedom of Information. Request full and comprehensive detail for attendance records for Cllr Matt Wright.

To cover the points below but not to be limited by them.

1) Full and comprehensive detail of attendance for all years in office?
2) Full and comprehensive detail of possible attendance for all years in office?
3) Full and comprehensive detail of apologies for absence for all years in office?
4) Full and comprehensive detail of non-apologies for absence for all years in office?

Simply put I wish to know full and comprehensive details of Cllr Matt Wright attendance and non-attendance record while representing Flintshire County Council.

To avoid expense and for speed of reply. Email and PDF documentation would be acceptable and preferred. Thank you.

Please let me know if my question needs clarifying to avoid further questions that might arise due to ambiguous answers. I'll be happy to resupply in a format that will let you either supply photocopy/PDF information (dependent on quantity) or supply information without the need to edit any answers you feel I have not asked. Or brief answers that could arise to second and third questions.

I write to acknowledge your Freedom of Information Act request received on
the 4 January which has been given the above reference number.

The Council does not have a record of the information you are seeking in
paragraphs 2 and 4 of your request.

In relation to paragraphs 1 and 3 of your request, the minutes of Council,
Executive and Committee meetings record those Members who attend and those
who have given apologies. By virtue of Section 100 C of the Local
Government Act 1972, the minutes of such Council, Executive and Committee
meetings are required to be open to inspection by members of the public for
a period of six years. As Councillor Matt Wright has not been a member of
the Council for six years, all these minutes are available for inspection
by yourself or other members of the public at the Council's records office
in Hawarden. Section 21 (2) (b) of the Freedom of Information Act provides
an exemption from providing information where the information requested is
reasonably accessible to the applicant under any other enactment. I am
therefore giving you notice under Section 17 of the Freedom of Information
Act that the information requested in paragraphs 1 and 3 of your request is
refused by virtue of the exemption in Section 21 as the information you are
here requesting is made available pursuant to Section 100 C of the Local
Government Act 1972.

By way of advice and assistance I would also inform you that on the
Council's website the minutes of Council, Executive and Committee meetings
since July 2007 are available. By way of further assistance I would inform
you that at the present time Councillor Matt Wright is a member of the
Committees listed below.

Thank you very much for the information.

Could I clarify what yo are saying? That you don't have a yearly compiled record of attendance of Cllr Matt Wright and therefore couldn't confirm if he attended any meetings, was absent or did or didn't give apologies for non attendance?

This leads to the question of if he or others were being paid for meeting or being a councillor. Yet did nothing to 'earn' that money?

As you have confined Cllr Matt Wright has been in office less than six years. I would have thought confirming attendance would be as simple as going back on the five years he has been in office. If for some reason you (Flintshire County Council) don't compile an annual attendance?

I can confirm we do not have a yearly compiled record of attendance of
Councillor Matt Wright or of any other Member.

Payment of attendance allowances to Members of principal Councils such as
Flintshire ceased many years ago.

It is open to you to obtain some of the information you are seeking by
inspecting the minutes of relevant Committee and Council meetings.

I would urge the requester or any readers of this request, to examine the minutes of meetings for what is now a period of 8yrs that I have been a councillor. The records show an examplary attendance record and very few meetings missed. All this info is held in the web site of the County Council for all to read. Best regards, Matt Wright

Unfortunately the officers only started collating the information in one place recently so what you present is a short time series but this showed 88pc. When you try to scroll to earlier dates there is no consistent data over a proper time frame to draw useful conclusions. I find this frustrating as well because I have worked hard for my ward for 8 yrs.

Previous to the collated info, the minutes of each meeting had to be laboriously found and names attending checked. I worked back doing this once before and identified that I had averaged 90pc over a number of years. Sometimes you genuinely can't make a meeting. You compare me with one councillor who did manage to get a 100pc record in one time series (which is great) but if you look at averages across councillors it is more around the 80pc mark. Also these are only certain formal meetings where info is collected, but being a councillor is far more than this and involves representing people in your ward on numerous day to day issues and other meetings which I have always done my best to achieve and to deliver.

I am not criticising anyone for seeking data and I welcome it but I am pointing out that there is far more to consider in all this. Best regards, Matt Wright
