Clive Arnold made this Freedom of Information request to Department for Work and Pensions

The request was refused by Department for Work and Pensions.

From: Clive Arnold

Dear Department for Work and Pensions,

I would like to ask for a Freedom of Information request.

Could you please provide me with the full questionnaire Atos is
using for the ESA and assessments of disabled people who receive
DLA please?

I would also like to know the EXACT AMOUNT of money Atos is paid
per customer for:

a - those refused/turned down for benefits.

b - those NOT refused (entitled to continue) their benefits.

Yours faithfully,

Mr Clive Arnold

Dear Department for Work and Pensions,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Department for Work
and Pensions's handling of my FOI request 'Atos Medical
Questionnaire'.

I feel it is in the public interest that should a payment be made
that is HIGHER for someone REFUSED benefit by Atos than someone
ALLOWED benefit due to their assessment.

I therefore would like to rephrase the question and ask if there is
a financial difference paid to Atos if a person is refused
benefit/allowance at one of their assessments than to a person
granted benefit/allowance.

It is important that this is made known as public interest would be
served seeing that assessments are fair and unbiased and not driven
by financial gain. These assessments have to be morally and
ethically carried out otherwise Atos could be perceived to be
potentially corrupt.

A full history of my FOI request and all correspondence is
available on the Internet at this address:

Yours faithfully,

Clive Arnold

Department for Work and Pensions

Dear Mr Arnold,

Thank you for your Freedom of Information request dated 10 April 2011
that was received by Department for Work and Pensions (DWP) Adelphi and
forwarded for response to the DWP Commercial Management of Medical
Services Internal Reviewing Officer.

As Reviewing Officer, I have read your email and accepted this as a
request for an Internal Review in order to assess whether the
information sent to you clearly and accurately answered your request. I
have therefore conducted a full investigation into your original request
(reference FoI 578 dated 23 March 2011) and the information supplied to
you. I have also reviewed any decisions to withhold information and in
doing so I have fully considered the public interest in disclosure.

In your email you asked to be provided with information answering the
following questions:-

Regarding the charging structure of the Contract between the Department
for Work and Pensions and Atos Origin IT Services Ltd (trading as Atos
Healthcare), the Department has decided not to disclose this information
in accordance with Section 43 of the Freedom of Information Act 2000.
This exemption covers Commercial Interests. In applying this exemption
the department has balanced the public interest in withholding the
information against the public interest in disclosing the information
and considers that release of the information would prejudice the
interest of Atos Healthcare and the Department's future dealings with
Atos Healthcare or other service providers.

However, as explained in the letter of the Freedom of Information
Officer dated 23 March 2011, payment to Atos Healthcare for the services
provided is not related in any way to the outcome of an individual's
medical examination.

I am therefore satisfied that the original response dated 23 March 2011
was correct, in that the Department decided not to disclose this
information in accordance with Section 43 of the Freedom of Information
Act 2000. I am therefore satisfied now that all the information that DWP
are able to supply to you has been supplied.

If you remain dissatisfied you may apply directly to the Information
Commissioner's Office for a decision. The Information Commissioner can
be contacted at: The Information Commissioner's Office, Wycliffe House,
Water Lane, Wilmslow Cheshire SK9 5AF www.ico.gov.uk
If you have any queries about this letter please contact me quoting the
reference number above.
Yours sincerely,

DWP Central FoI Team

The question that needs asking is: is a higher payment made for a medical assessment than 'assessment by scrutiny'... i.e. How many people are being forced to attend medicals when in fact ATOS could have ruled that one wasn't required.
