This is not a specific category for children being looked after. It is a
category for a child receiving a Child Protection Plan, however the
existence of a Plan does not mean the child is removed.

Point to note: "Risk of emotional harm" is a different animal from "risk of emotional abuse", in that harm is caused by action /or/ inaction, while abuse is caused solely by malicious action.

That difference aside, what I believe the OP is referring to specifically is the usage of the term "risk of..." in this context.

I have a few questions myself...

1. Why is this term used where no historical evidence is shown?

2. In terms of "historical evidence", what precisely is the significance of the parents' own upbringing in defining thresholds, either on a per-case or on a general basis? Since physchology is not an exact science, in fact it is considered a junk qualification by many hence useless for any but a very narrow set of career opportunities, and 99.9% of any findings by a psychologist in a criminal trial would be dismissed as pure opinion and unqualified conjecture, why is this fraud being perpetrated in family proceedings Star Chambers* masquerading as legal Courts?

*which were abolished in 1641.

3. Since witchcraft was decriminalised several years ago, why is this (fraudulent) practice now being used to offer predictions by those self-qualified "expert witnesses" in determining "risk of future emotional harm"?

4. Following on from question 3, if witchcraft is decriminalised, why is it being used as a determining factor of lifestyle as a predictor of "risk"?

5. In determining "risk of emotional harm", what is the exact threshold of the following in that finding:
a. work status?
b. financial status?
c. family support?
d. friend support, and following that: social structure?
e. community support?
f. extracurricular activities, eg church, after school clubs, private clubs?

6. and lastly, what is the precise legal definition of the following two phrases:
a. "at risk of future emotional neglect"?
b. "at risk of future emotional harm"?
...and what are the precise thresholds which determine a legal finding, to the criminal standard of proof?

James, thank you for placing this FOI request, to which they cannot answer. I will be watching this request with anticipation. The reason that they cannot answer is because, there can only be a risk on the back of prior PROVEN offences. So, if there are NO previous PROVEN OFFENCES, then there can be NO PROOF of a risk. They are using a "Play on words", empty meaningless words, as an excuse to castigate children from their families. Which in turn is fascism. They are now using NLP [neuro linguistic programming] to gain professional compliance of immoral behaviour and activities. NLP is brain washing and hypnosis, which causes mental health issues, onset of early ageing, loss of spirituality, loss of empathy, lack of conscience and more.
