Dear Vera Baird,

Assistant Chief Constable Rachel Bacon SAVES Chief Constable Winton Keenen's Bacon by her Whitewash and cover up 'investigation' (28-09-2018 'report') and her, your Circumvented local resolution of a complaint against Winton Keenen which included allegations of him wilfully misleading IPCC/IOPC NP dirty tricks and smear campaign against me (of which Winton Keenen and Team Winton continue to cover-up). A complaint an allegations which you, ACC Bacom (and even Winton Keenen) were well aware would NOT be suitable for local resolution, i.e. the complaint contains allegations of a seriou nature which could justify disciplinary or criminal proceedings if proven to the required standard. A cover up and a whitewash by you, ACC Bacon (Her boss Winton of Keenen) to protect Winton Keenen.

The Whitewash 'report' (which is farr from a report) includes the following Lies from Winton Keenen and repeated by ACC Bacon in her Whitewash and cover-up 'report'; 'In support of CC Keenen's adherence to the Codes Ethics is the fact that he has authorised a reinvestigation of this attempted murder case including the issues surrounding the media release by an independent police force. The aim of this is to achieve an independent investigation which has the confidence of Mr McGartland.' I have already made you aware in an email that the above latest claims by Winton Keenen are Lies. You have done nothing about it.

The above statement from Winton Keenen (repeated and included within ACC Bacon whitewash and cover...) is another BIG Fat Winton Keenen LIE. The fact are as follows;

1. Winton Keenen has NEVER authorised an 'independent' investigation or a reinvestigation by 'an independent police force' into my attempted murder case. That is a fact.

2. Winton Keenen has NEVER authorised an 'independent' investigation into NP's dirty tricks, smear campaign against me (that which ACC Bacon claims was 'the media release' by an independent police force'. That too is another Winton Keenen BIG Fat LIE. That is also a fact.

3. Winton Keenen has (at every stage of being a Chief Office - between 2014 and todate) has refused each and every request from me as the victim for an independent investigation into my 19 year old unsolved (due to the most serious corruption by him, NP) attempted murder case.;

Winton Keenen has been wilfully obstructing an external investigation in to not only my attempted murder case BUT also NP's dirty tricks, smear campaign against me (which Winton Keenen has been - and remains to this day - party to the cover up of NP's smearing of me. Has been protecting those involved from investigation. And he, Team Winton (other Bent NP officers) has been covering up the cover up.

4. Winton Keenen, Team Winton has also been obstructing investigation into the smearing of me by wilfully concealing compelling evidence from IPCC/IOPC, wilfully misleading the IOPC/IPCC in a desperate attempt to disapply my smear complaints (by lying to IPCC/IOPC that it has already been investigated when he knew that he himself refused to investigate the complaint back in 2006-2009. I would refer reader to page 7 (complaint 19) which reads: "Stated to the press that the shooting had nothing at all to do with PIRA, but that it was related to local gangs, drug dealers, who had carried out the shooting.'

Winton Keenen (even way back then in 2009) was covering up, lying when it concerned my cases, He told IPCC case officers, at meeting he attended with them, that I had entered into a legal agreement with Northumbria Police in which he claimed (Another BIG Fat LIE) that I had agreed never to complain about the smearing of me. Winton Keenen then Whitewashed my above complaint (as part of the 19 year to date NP cover up / corruption) by Circumventing the following (refer reader to page 23 -Winton Keenen reply which states : 'This allegation was considered by Northumbria Police and assessed as being a direction and control issue. ....... ........... ........ The complaint is also dealt with under the contractual agreement agreed by Mr McGartland.' LIES, MORE LIES, Cover Ups and Corruption.

Winton Keenen, Team Winton (7 years on - in 2016 and up until this day continues to repeat that LIE about the content of an agreement that he is aware he has Lied about and engineered. The evidence in my cases is as clear as day. ) Why is Vera Baird, ACC Bacon and others (including IPCC/IOPC) doing nothing - looking both ways. All of them are aware of this as well as a great deal more.

5. Winton Keenen, Team Winton Lied to Richard Heron (who in turn repeated the Lie to PCC Baird) that NP had already accepted that they were behind the smearing of me, that they had apologised to me soon after. Fact 1: Winton Keenen, Team Winton and NP - to this day, more than 19 years later - have NEVER accepted that NP smeared me. As above, Winton and Team Winton have been blocking and obstructing any type of external investigation, is protecting those behind smearing .... Fact 2: Winton Keenen, Team Winton and NP (despite all of the conclusive and independent evidence to prove NP was behind the smearing of me. And that NP has been covered it up for past 19 years) continues to cover up and ignore all of the evidence and are STILL in total denial (IT is CORRUPTION Rachel / Vera BUT not as we know it. There are many other examples (but that's for later - I promise) ....

Under the FOIA I would like you to supply me with all information you *PCC Northumbria, OPCC Northumbria) hold, as supplied by Winton Keenen, NP and or ACC Bacon which relates to this matter and also to the ACC Bacon Whitewash and cover-up of my complaint against Winton Keenen.

Dear Kevin,

Thank you for the reply. You say;

"If this request relates to your earlier complaint submitted, I understand that you are in receipt of the correspondence held by the OPCC pertaining to this matter. Any notes or correspondence held by the Resolving Officer, I suggest you re-direct to Northumbria Police."

You are very well aware that this FOI request (which Vera Baird, her office is required to deal with correctly by law) is related to the above matter. It also clearly states so in my request.

You also say; "In any event, if you remain unhappy with any decisions taken in respect of your complaints, I would suggest you exercise your right of appeal." As you / Vera Baird are also aware, I have already made an appeal. However, this FOI request has absolutely nothing to do with my appealing that matter. I will say this, that appeal will be upheld because Vera Baird (and ACC Bacon) circumvented local resolution (LR) for a very serious complaint which they both knew would not be suitable for LR . That was cooked up[ to protect CC Winton Keenen from investigation (for lying Again in my cases) and from being held to account. That resulted in a further Vera Baird / NP (ACC Bacon) Whitewash.

It is also very relevant to place on record Vera Baird's resent public comments concerning complaints against the police, i.e. 'APCC’S RESPONSE TO THE INDEPENDENT OFFICE FOR POLICE CONDUCT’S COMPLAINTS REPORT' Which includes; APCC Deputy Lead for Transparency and Integrity, Dame Vera Baird QC PCC said:

“There is a simple concept when dealing with complaints, make sure they are dealt with efficiently, thoroughly and fairly – if the police have got it wrong, don’t be afraid to say so. Here in Northumbria, our complaints triage team have been delivering this ethos since 2014 – and it’s now part of the Governments new national model, so it’s proved to work. It’s about restoring the complainant’s faith in the service that they are complaining about.

“The IOPC make a number of valid points, but they need to recognise that change is happening and PCCs are leading this. Going forward, I want to see PCCs challenge their forces when bureaucracy and legal jargon gets in the way of putting the public first, in Northumbria we keep the public we serve at the heart of everything we do. “The IOPC are right when they say lessons need to be learnt from complaints – that’s the only way forces can get better. Every complaint should offer a challenge of how to improve further. Under the leadership of Mike Lockwood, I am confident that we will see a changed culture at the IOPC which will also be reflected in forces across England and Wales.”

I have made a number of serious complaints to Vera Baird over the years which relate to very serious corruption, failures in my attempted murder investigation, serious failures regards me as victim, NP smear / dirty tricks campaign against me (and the ongoing 19 year cover up of it), NP protecting suspects from arrests as well as IRA terrorists who tried to murder me, obstruction of the investigations Etc

Vera Baird (as well as others acting on her behalf) have failed at every stage to properly record or investigate those complaints. This, I am clear, was to protect her corrupt force, officers who I complained about. All complaints were Whitewashed and covered up in one way or another by Vera Baird and Co. She also has very deliberately circumvented, when she was well aware my complaints were not suitable, local resolution (LR) so that no proper investigations (Again, I say, for above reasons) were ever carried out.

Vera Baird is much more aware than most that LR is not suitable - as with my complaints - (and as the IPCC/IOPC have made clear in one of their upheld latest decisions in my case against her) for complaints, if proven, could potentially lead to disciplinary proceedings. In their 13 September 2018 decision (in which they upheld my appeal against OPCC / PCC Baird) the IOPC / IPCC also stated; 'As far as I can be seen from the background papers , the OPCC has not made any enquiries or conducted any scoping exercise to ascertain whether there is any merit in your allegations that Mr Ashman was aware of the findings of the report and ignored them, nor any attempt made to ascertain how they can be 'resolved'. And the IPCC /IOPC also stated; 'Furthermore, importantly, there is no indication that OPCC has attempted to engage with you to take part in the local resolution process. Plus, no action plan on how to conduct the local resolution has been agreed between you. These are both essential actions expected of local resolution process, yet neither have been conducted.'

Vera Baird above public and following comments; “There is a simple concept when dealing with complaints, make sure they are dealt with efficiently, thoroughly and fairly.' Are pure Poppycock - not worth the paper they are written on so far as the way in which she, her office has dealt with my complaints over the years. Has she dealt with my complaints 'efficiently' ? Absolutely Not. 'Thoroughly'? Absolutely Not. And not at all. 'Fairly.'? All she (others acting on her behalf) has done with my complaints is Cover Up, Whitewash and protect her corrupt force, the corrupt officers I complained about. And she (they) have also ignored evidence (including independent evidence) which supported my complaints.

I should also mention that Vera Baird has spectacularly failed me as the victim of an attempted murder which has remained unsolved during the past 19 years (due to the most serious corruption and a conspiracy by her force and for the entire period she has been PCC of Northumbria when I have been constant and direct contact with her.

Her PSD is one of the most corrupt cover up merchants, organisations throughout all any police forces in the UK and all they do is botch, cover up complaints and lie in the process to protect the force and corrupt officers.

Anyway, back to my FOI request. Vera Baird, her office is required - by law - to deal with this FOI request. This request is for the information, documents that I requested in my request. And is for all such information / document that Vera Baird, her office (including those) held at the time the request was made (as well as that which is held at this stage). It is misleading for you to claim that I have documents already that would relate to my case. As you know, all I have been sent is a minimalist whitewashed brief, report, which does not address my complaint and also a letter from Vera Baird, the request is for all the documents that are connected to the matter.

Please deal with this request.
