that at the end of 2018-19, 95% Highways England‘s pavement assets did not

Thank you for your email of 5 August requesting the data on which is based
the statement that 95% of Highways England’s pavement (road) assets did
not require further investigation for maintenance. Your request has been
considered under the terms of the Freedom of Information Act 2000.

 

Please note that in our 2018-19 annual assessment of Highways England’s
performance we state that 95.5% of Highways England’s pavement (road)
asset did not require further investigation for maintenance (not 95% as
stated in your email). The target for the metric is 95%.

 

The pavement condition metric is a key performance indicator and considers
the structural condition of the pavement (road) asset to provide a proxy
for the need to renew the carriageway surface. You can find details of the
metric calculation from page 199 onwards within Highways England’s
operational metric manual:

Highways England publishes performance data for all key and non-key
performance indicators against performance monitoring statements. The
figure of 95.5% quoted in our annual assessment is based on the data
presented within the performance monitoring statements. Network condition
data (for 2018-19) is provided on the “PS8 – Network in good condition”
