Assessment of Covid-19 risk for ice rinks

Dear Department for Digital, Culture, Media and Sport,

The categorising of ice rinks along with bowling alleys and casinos, rather than with other sporting facilities such as swimming pools, remains utterly baffling to those of us who train regularly and seriously for ice sports, such as figure skating, speed skating and ice hockey (as well as disability ice sports such as sledge hockey).

Many ice rinks face financial struggles and we fear that Bracknell will not be the only rink expecting to never open again -- and the costs in preparing ice for Aug 1 only to be cancelled at the last minute have been immense. We are told that the Return to Rinks documentation to allow covid secure skating had been signed off by the department prior to the first postponement.

In order to help us understand why we are not allowed our totally non-contact training, please provide:

a. The department's documentation of the risk assessment and risk mitigation planning for ice rinks, in relation to Covid security.

b. Any equality impact assessment made of categorising rinks as different to other sports facilities.

c. Correspondence regarding the risks and risk mitigation in rink environments with the ice sports' National Governing Bodies and with any experts on Covid-19.

d. Records of any meetings (in person or by telephone/video conferencing) related to assessing the risks and risk mitigation planning.

e. Records of any communication between SportEngland, DCMS and 10 Downing Street relating to the announcement on 16th July that ice rinks had been "accidentally" included in opening plans for 25th July. And relating to the 17th July announcement by the PM that they could open on Aug 1.

On August 2 I made a query under Freedom of Information regarding the Assessment of Covid-19 risk for ice rinks and records of communications that led to the postponements of reopening, which has had such impact on the training of athletes, the livelihoods of coaches and other professionals and the viability of venues. By law you should have responded by 28th August. The information requested was:

a. The department's documentation of the risk assessment and risk mitigation planning for ice rinks, in relation to Covid security.

b. Any equality impact assessment made of categorising rinks as different to other sports facilities.

c. Correspondence regarding the risks and risk mitigation in rink environments with the ice sports' National Governing Bodies and with any experts on Covid-19.
