Specifically:

1) How many accusations were made against serving officers

2) How many of these allegations were upheld

3) How many of these upheld charges resulted in disciplinary action, and what actions were they

'Police Perpetrated Domestic Abuse

Perpetrators of domestic violence who are also police officers have an additional level of power, with the potential to influence the treatment of the victim and outcomes if victims report, and can wield the threat of this influence.

The Centre for Women’s Justice explains:

The partners of such men feel doubly powerless. They experience the powerlessness that most domestic abuse victims experience, but in addition their abuser is part of the system intended to protect them.

Their super-complaint (which considers forces nationally, not just the Met) found evidence of police suspects trying to stop the victim from reporting to the police, drawing on their status as police officers to undermine the victim.

During the Review, we also heard of cases in the Met where friends and superiors had closed ranks around the police suspect to protect them.' (p276)

'The panel finds the allegations found proved are potentially so serious that dismissal could be justified. The panel finds that PC Campbell utilised the power imbalance in his relationship with PC's A and C in order to target them for his sexual advances. His contact with them was abhorrent. It _was a predatory campaign of sexually-motivated harassment. It had a sexual motive. It was degrading. It caused upset, distress, anxiety, shame, fear and distrust to its victims.' p5

The aggravating features of the case are the malign intent of the offending, the fact that it was premeditated, the fact that there were numerous incidents of offending and inappropriate behaviour against two junior colleagues. PC Campbell's conduct was sustained. He had numerous opportunities to appreciate that his behaviour was inappropriate and to desist, but did not. His behaviour was discriminatory. It was sexually motivated. PC Campbell's actions involved an abuse of trust and position.

It heard that PC Blake crashed into a road sign late at night and then left his car at the scene.
He was convicted of failing to report the collision to police.
He called in sick to work the next day and a breath test showed that he was still drunk and unfit to work.
The Met said he provided a dishonest statement about the amount he had drunk the previous night.

S2A of the Protection from Harassment Act 1997 (stalking without fear/alarm/distress)

On 9th February 2021 at Guildford Crown Court, PC Cupit was sentenced to an 18 month Community Order. He was also required to undertake rehabilitation activity requirement, complete unpaid work requirement, ordered to pay court costs of £500 and a victim surcharge of £90.

A four year restraining order – protection from harassment was also imposed with conditions not to contact his ex-partner and exclusions from entering designated locations.

Former DC Galvin entered a pizza shop in the company of a family he had been deployed to in his role as Family Liaison Officer. DC Galvin was drunk and demanded pizza for himself and the family he was in company with. After being refused service due to the shop closing former DC Galvin went behind the staff counter and used offensive and insulting language to the staff of the shop.

London, you have a problem with women: trust towards the police in England

'Using a survey of multiple waves of over 8000 combined respondents conducted from July 2022 to September 2023, we find that in the parts of England outside of London, only 44% of women trust the police. However, when we look at London itself, this figure drops to 34%. In other words, Baroness Casey’s scathing assessment of the Metropolitan Police Force probably overstates levels of trust in the police. Across England, the region with lowest levels of trust in the police is London. Furthermore, while women generally trust the police more than men do, we find that this is the opposite in London. The critiques raised against English police forces, and especially the Metropolitan police, are linked to officers breaking the law and engaging in heinous crimes which have become occurrences that too often reach the front pages of the newspapers.'

Accelerated Misconduct Hearing of Officer A held on 25th April 2024

'On 21 st February 2024, Officer A pleaded guilty to two charges of indecent assault on a child under 14 (contrary to Section 14(1) Sexual Offences Act 1956).

On 22nd April 2024, Officer A was sentenced to a 30 month custodial sentence and placed on the sex offenders register.

The conduct of Officer A can only be explained as serious misconduct. It is entirely unacceptable for police officers who are responsible for enforcing the law and protecting the public to be break the law themselves especially in relation to offences of a sexual nature towards women and girls. Doing so undermines public trust and confidence in policing as well as damaging the reputation of the police. The public could not have confidence in Officer A to protect them or others. Nor would they have confidence in the MPS if we appeared not to take sexual offences against children extremely seriously.

As such my decision is that Officer A is dismissed without notice.'

'A record number of police officers were investigated for alleged misconduct at Britain's biggest force last year after a series of scandals. Probes carried out at the Met Police grew by 80 per cent to 1,051 from 584 investigations in 2022.

The Met did not divulge how many officers were found guilty. But analysis of 348 cases heard from January 2019 to August 2022 found 246 of those, 70 per cent, were sacked.

As of February, there were 377 officers awaiting gross misconduct hearings, with 42 per cent relating to violence against women and girls or sexual offences, while 13 per cent concern discrimination.'
