Thank you for your information request of 6 April 2016.  Aberdeen City
Council (ACC) has completed the necessary search for the information
requested.

 

1. The minimum criteria for inclusion on your Asbestos Removal Framework
(eg. Trade/Association membership, insurance types and levels, financial
credit rating, etc.)

Please see below:

 

Any framework agreement would be in line with Scotland Excel.

 

The Contractor must have a current UKAS accredited certificate.

 

The works MUST be carried out by a Contractor currently holding a Licence
for work with asbestos insulation or asbestos coating or asbestos
insulating board, as issued by the Health and Safety Executive (HSE).

 

The Contractor MUST at all times effect the asbestos remedial works
totally in compliance with:

 

-          The Health and Safety at Work, etc., Act 1974,

-          The Control of Asbestos Regulations 2012,

-          The ACoP L143, Control of Asbestos Regulations 2012

-          Guidance document HSG247, The licensed contractors’ guide

(i) a copy of the company licence to work with asbestos, as issued by HSE;

(ii) details of the Carrier to be employed to dispose of the asbestos
waste generated by the Works;

(iii) a copy of that Carrier’s Certificate of Registration from the
Scottish Environment Protection Agency to carry asbestos waste;

(iv) details of the UKAS accredited company who will carry out inspection,
monitoring, testing and clearance testing;

(v) a copy of that laboratory’s UKAS ISO 17025 certification;

 

The Contractor must engage a UKAS accredited (ISO 17025) company (working
at all times to Guidance, HSG248, Asbestos)

 

Insurance must be a minimum of £5,000,000 public and employee liability.

 

2. Details of existing Asbestos Removal Framework Contractors since
05/04/2012 to the present date. Including: -

 

•             When and where all contracts were advertised.

The tender exercise was issued in late 2012 for a contract commencing
April 2013. The contract was issued via a Scottish Measured Term
Maintenance contract 2006 (Scotland).

 

Please note, with regards to Housing, no Asbestos Removal Framework
Contract has been in place during the period 05/04/12 to date.

 

•             All contract awards dates and duration.

The contract mentioned above was issued for an initial 12 month period but
has been extended as required.

 

•             Commencement date of each contract.

April 2013.

 

•             Details of all options to extend contract dates after the
initial term has elapsed.

The contract is currently being retendered with a closing date of 31 May
2016.

 

3. The total amount spent by the council on asbestos removal, and asbestos
maintenance, from 05/04/2012 to the present date

Under a tender exercise, a project at Seaton Multis was carried out in
2014/15. The project Final Account value for the works was £126,236.

 

Asbestos Surveys are carried out by in house trained staff and a
percentage of Non-Licensed removals are carried out in house.
