Could you please provide any answers, information or documentation please.

Description:

1. What's is the councils procedure on monitoring asbestos in social
housing owned by yourselves?

2. When is the first survey/report usually carried out once new tenants
move into properties?

3. Are there currently any properties owned by SKDC, with
tenants occupying, which have not had an asbestos survey carried out?

4. Are the surveys/reports readily available to tenants? If so, how is it
possible to obtain?

5. Should contractors working on behalf of yourselves be entering
properties to carry out works without a survey/report at their disposal?

6/ Does the Council have a register of all their Housing Stock and associated Asbestos locations or Risks within that asset register..

Firstly, please accept my apologies for the delay in responding to your request. Key members of staff, including myself were fully focussed on the Riverside heating project in the run up to Christmas to ensure residents had permanent heating provided.

A summary of your request is as follows:

Our response is:

1. What's is the councils procedure on monitoring asbestos in social
housing owned by yourselves?

The Council's procedures include for the management and monitoring of asbestos and for the provision of survey information where works are to be carried out on its homes and buildings.

Once a survey has been carried out the condition of the asbestos is managed on a risk basis dependant on its condition.

Information is provided to the tenants as to the likely places where asbestos can be found within a domestic property. Tenants are advised to report damage to SKDC Repairs Department who will investigate and react appropriately.

2. When is the first survey/report usually carried out once new tenants
move into properties?

Historical stock condition surveys are held on homes including asbestos information and further surveys of asbestos are carried out as part of refurbishment programmes and records updated.

Prior to the occupation of the home a general inspection is carried out and any work required completed. This includes checking and if necessary surveying asbestos materials in the property and managing it appropriately.

3. Are there currently any properties owned by SKDC, with
tenants occupying, which have not had an asbestos survey carried out?

Asbestos management surveys are held on all but a few homes where residents have not allowed access. We continue to actively work towards gaining access to these. The asbestos management surveys are updated with any further survey data obtained as a result of refurbishment or improvement works.

4. Are the surveys/reports readily available to tenants? If so, how is it
possible to obtain?

Yes, when requested. Asbestos information is also provided as a matter of course when permission is granted to tenants who wish to carry out works to an SKDC property.

5. Should contractors working on behalf of yourselves be entering
properties to carry out works without a survey/report at their disposal?

No, SKDCs procedure is to provide relevant asbestos information for the works being carried out at the property. The type of survey required will depend on the nature of the work being carried out on the property.

6. Does the Council have a register of all their Housing Stock and associated Asbestos locations or Risks within that asset register.

The Council does have a register of all their housing stock and the asbestos information, including location and risk, is noted on the register.
